President Nguyen Thien Nhan gives cordial greetings to the scientists attending the Conference.

Over the last 10 years, on average, VIFOTEC gave awards to around 1,000 people per year, this means that more than 10,000 people have been awarded, which has contributed to motivating and encouraging them to be more creative and dedicated to the country.

It is the confirmation of the Politburo Member, President of the Central Committee of the Vietnam Father Front, Prof. PhD. Nguyen Thien Nhan, Honorary President of the Vietnam Fund for Supporting Technological Creations at the 2016 Vietnam Scientific and Technological Creation Cooperation and Development Conference organized by the Vietnam Fund for Supporting Technological Creations (VIFOTEC) in the afternoon of March 18th. Prof. PhD. Dang Vu Minh, the President of VIFOTEC also attended the conference.

According to Mr. Le Dang Tho, VIFOTEC’s Director, VIFOTEC is intended to honor and encourage researchers, innovators and provide spiritual and material support to creative talents in scientific research, technological applications, innovation and invention promotion, protection of industrial property rights...

During the past time, the Fund has obtained a lot of achievements in supporting and honoring the creative talents of science and technology: Vietnam Scientific and Technological Innovation Award; National Technical Innovation Contest; National Innovation Contest for Teenagers and Children; organizing an International Exhibition on Scientific and Technological Innovations; the annual "VIFOTEC Technical Innovation" Award for students...

Notably, from 2010 to date, VIFOTEC closely coordinated with the Department of Intellectual Property, Ministry of Science and Technology in organizing the Award of Intellectual Property Golden Cup of Vietnam. Dozens of enterprises participate in this Award every year. They are excellent enterprises in applying intellectual property to their production and business activities, bringing about high and stable revenues and fulfilling tax obligations to the State.

Annually, the Fund is allocated a sum from the State Budget. This funding is primarily intended to spend on bonuses and part of the organization work. Due to economic difficulties, the Fund has only performed the functions of honor and reward; its supporting role is still limited.

In fact, many authors have had new innovations and technical solutions but having no funds for implementation. This situation is the same for those who, after having finished their research work, want to make experiments and replicate their findings. Moreover, the awarded authors who want to register their industrial property rights also receive no advice or assistance.

Pupils and students with innovative ideas in study, scientific research and completion of research work also face budget constraints...

At the conference, delegates recommended many measures to the Fund for good implementation of its tasks. The delegates put an emphasis on diversification of the Fund's activities and information transparency in its operations.

President Nguyen Thien Nhan delivered a speech at the Conference.

Addressing at the Conference, the President of the Central Committee of the Vietnam Father Front Nguyen Thien Nhan stressed that “The Vietnam Union of Science and Technology Associations and VIFOTEC is a platform that gathers the wisdom of scientists with a view to contributing to the overall development of the country. During the last 10 years, on average, the Fund gave awards to around 1,000 people a year, i.e. more than 10,000 people have been awarded, which has contributed to motivating and encouraging them to be more creative and dedicated to the country. This, furthermore, confirms that Vietnamese people are not only brave in struggle for independence but also very talented and creative in building the country".

President Nguyen Thien Nhan said that the State Budget is still insufficient, and the resources for the study of scientists and other classes are also limited. The State only has VND 6 billion each year for the Technical Innovation Support Fund, which is very minimal. We hope for a 1:1 ratio, which means the State spends a sum to fund and also calls for an equivalent amount from the market/public to support the creation of the people and the scientists.
