In Vietnam, before the August Revolution in 1945 and during the resistance war against the French colonialists, many associations such as Association of Revolutionary Youth, Association of Red Farmers, Association of Red Workers, Association of National Salvation Women, Union of National Salvation Youth, National Salvation Culture Association, and others were established to gather the public to participate in the struggle to liberate the nation from the French colonialism.

Since the re-establishment of the Nation’s peace, the Party and the State have created favorable conditions for many professional associations to be established, especially after the State issued Ordinance no. 52 dated 22 April, 1946 stipulating about associations and Ordinance no. 102/SL/L004 stipulating about the rights of establishing associations. Despite of the arduous resistance war, there were many professional associations, including some established in the field of science and technology, such as Vietnam Lawyers Association, Vietnam Medical and Pharmaceutical Association, Vietnam Traditional Medicine Association. By 1965, a series of professional associations in the field of science and technology were established including Vietnam Mathematical Society, Vietnam Physical Association, Vietnam Historical Science Association, Vietnam Mining Science and Technology Association, Vietnam Casting - Metallurgy Association. In addition, many associations and scientists wished and actively prepared for the establishment of a common organization of Vietnamese science and technology associations. As a result, in March 1965, the "Interim Communication Committee of Vietnam Science and Technology Associations" was established.

In the 1970s and 1980s, a number of associations in the field of science and technology were established such as Vietnam Economic Association, Vietnam Beekeeping Science and Technology Association, Vietnam Mechanics Association, Vietnam Forestry Science and Technology Association, Vietnam Construction Science and Technology Association, Vietnam Biological Industries Association. In late 1982 the first organization of scientific and technical intellectuals was established at the local level named Hanoi Science and Technology Association.

With the active mobilization of Interim Communication Committee of Vietnam Science and Technology Associations for 18 years, on 26 March, 1983, in Hanoi, the delegates of 15 organizations in the field of science and technology held a conference to establish the Vietnam Union of Science and Technology Associations (VUSTA). At the conference the Charter of VUSTA was approved. The conference also elected the Executive Board to represent all 15 member associations and some typical intellectuals. Brigadier, Labor Hero, Professor, and Academician Tran Dai Nghia was elected as the President. Comrade Le Khac, the Head of the State Science and Technology Committee was elected as the Vice President cum Secretary General. Some scientists including Nguyen Van Hieu, Dao Van Tap, Le Van Thoi, and Duong Hong Dat were elected as Vice Presidents.

In the course of operation, the Vietnam Union of Science and Technology Associations (VUSTA) has gradually developed and affirmed its role and position in the society. From a social-professional organization in the first 10 years (1983-1993), VUSTA has become a socio-political organization under the leadership of the Party. Through all levels and members of the central to local levels, VUSTA always pays attention to propaganda and education to raise patriotism and national self-respect, community spirit, honesty in science and professional ethics of intellectuals. The Union also encourages intellectuals to actively participate in the implementation of socio-economic development tasks in line with their profession and professional skills. From an organization with 15 member associations at first, VUSTA has become a systematic organization from the central level to the provinces and cities directly under the Central Government with 171 specialized associations all over the nation in 87 associations, general associations and 63 unions in the provinces and cities under the Central Government, attracting 3 million members with nearly 2 million intellectuals.

As a member of the Vietnam Fatherland Front, VUSTA has actively and proactively responded to activities launched by the Front. With its functions and duties, VUSTA has also made great efforts to unite, gather and represent Vietnamese scientific and technological intellectuals through various forms.

VUTA and its member associations have actively and positively contributed ideas to the draft of important documents and policies of the Party, the National Assembly, the Government and local authorities; socio-economic development plans of the central and local levels; industry and territory development strategies and plans; and draft laws submitted to the National Assembly. Through practical activities, VUSTA has increasingly affirmed its role as a capable and reliable organization in advising and proposing major issues to the Party and the State on guidelines and directions, and policies of national development.

VUSTA and its member organizations have gathered a prestigious team of intellectuals, scientists and leading experts in various fields to conduct consultancy and evaluation for projects and policies that have a great influence at the national or local levels, and are interdisciplinary and multidisciplinary. This activity has a very positive effect, contributing to provide more scientific evidence to help the Party Central Committee, the National Assembly, the Government, ministries, branches and localities to consider carefully before deciding big issues on policies and important investment projects.

VUSTA and its member organizations have promoted the strength of a large team of intellectuals engaged in propaganda and dissemination of scientific and technological knowledge among people, contributing significantly to raising people’s awareness and quickly bringing scientific and technological advances to production and life. They have actively and proactively mobilized a lot of resources to participate in science and technology, environmental protection, education and training, people's health care, community development, poverty reduction and prestige to society.

VUSTA and its member organizations have promoted the relation with many domestic and foreign agencies and organizations. The cooperation with many international organizations, especially in the field of science and technology has contributed to expanding the people's diplomatic fronts and enhancing Vietnam's position in the world.

For the past 36 years of operation, thousands of scientific works and scientists have been honored at national and international levels. With the achievements and results achieved, VUSTA has been always a solid support for the national team of scientific and technological intellectuals in the country, a reliable address of the Party and the State in gathering and uniting intellectuals. It deserves the noble title and First-class Independence Medal awarded by the Party and the State.
