Dong Nai Construction Association holds congress

The Dong Nai provincial Construction Association convened its fourth congress on September 18 to review its operation during the last tenure and discuss plans for the 2014-2019 tenure.

 Over the past five years, the association has faced with numerous difficulties and challenges caused by the slowdown of the real estate market as well as the fluctuation of the price of construction material, which have seriously affected the association’s development and its member’s livelihood.

Despite such challenges, the association has gain significant achievements.

Promoting consultancy and judgment

As a member of the Dong Nai provincial Architectural and Planning Association, the association has paid due attention to provide consultancy, judgment and social expertise for construction works as well as assessment of the region’s planning projects.

The association has contributed its idea to such major projects as the Dong Nai’s overall socio-economic development plan till 2020 with a vision for 2025, the general plan of the Bien Hoa City, the development of a provincial network for the development of construction materials.

Their contributions have been well recognized by provincial departments and agencies. The association has also organized various workshops, training courses, exchanges and charitable activities to build the capacity for its members.

In the third tenure, the Dong Nai provincial Construction Association has gain great achievements. The association and its members received 184 certificates of merit. 18 member associations and 29 individual were presented certificates of merits by Chairman of the provincial People’s Committee while other members received the association’s chairman’s certificates of merit. Many other manufacturers and businesses were also presented labour orders, Prime Minister’s certificates of merit…

Over the past years, the Dong Nai provincial Construction Association has been very active in securing financial resources for its regular operation. Its Trade Union, established in 2010 with 25 members, have made great effort to protect its members’ legitimate rights and take good care of them.

Overcome shortcomings

Regarding its organizational structure, President Nguyen Canh said the association has always complied with the law and effectively implemented action plans. In the third tenure, the association admitted 79 new members, up 39 percent compared to the second tenure.

However, there are still shortcomings that the association should overcome in the future, Canh said.

Canh said though the Dong Nai provincial Construction Assocaition has made certain contributions to consultancy, judgment and social expertise, its overall operation remains poor. It is attributed to the association’s inability to unite its members.

The province has yet to ask the association to join major projects, Canh added.

He said in the fourth tenure, the association should promote its consultancy, judgment and social expertise, diversifying its operation to contribute more to the province’s socio-economic development; establish more units to ensure the quality of consultancy, judgment and social expertise; and take advantage of support of the provincial People’s Committee, the provincial Union of Science and Technology Associations, and the Vietnam Construction General Association.

The President is confident that with hundreds of construction engineers, the Dong Nai provincial Construction Association will enjoy further development in the future and contribute more the province’s development.

On February, the Prime Minister signed decision No.14/2014/QĐ-TTg regulating consultancy, judgment and social expertise of the Vietnam Union of Science and Technology Associations (VUSTA) with articles regarding the operation of construction associations. Accordingly, VUSTA and its member associations are responsible to gather intellectuals in science and technology to conduct consultancy, judgment and social expertise, thus contributing to policy making; VUSTA and its member associations’ consultancy, judgment and social expertise is independent and not-for-profit; projects are order by central and provincial agencies…

The decision is expected to create better conditions for the Dong Nai provincial Construction Associations to increase the quality of consultancy, judgment and social expertise, and its operation in general.
