Re. Recommendations to ensure the safety
of Vietnamese fishermen’s production activities

As reported by Quang Ngai Fisheries Association on 25 March 2013, since early 2013, China has increased obstructing and driving away the fishing boats of Quang Ngai exploiting marine resources in the Paracel and Spratly of Vietnam. Despite making no arrest of seagoing ships like it did previous years, Chinese forces have been applying coercion to drive away and obstruct Vietnamese fishermen’s seafood exploitation, and menacing our fishermen by using waterspouts, stones, and guns. Once approaching our ships, it pillaged and destroyed properties, communication devices, fishing nets, fishing equipment, and took all of fuel reserve but a small amount of fuel for the ships heading back Quang Ngai. There are some such cases:

At 11 a.m. on 28 March 2013, when fishing at coordinate 16 degree 02 minutes North Latitude, 111 degree 45 minutes East (near the Discovery Reef island), the China’s ship 787 shot straight the cabin of Vietnam’s ship Qng-55535-TS, making two glass panels broken and a number of clothes of crew members burnt. The ship 787 pillaged 200 meters of fishing line and drove away the ship QNg-55535-TS out of Paracel area.

On 11 March 2013, when fishing in Paracel water, the ship QNg-96679-TS was obstructed in seafood exploitation and forced out of Paracel by the China’s ship 841.

On 13 March 2013, the ships QNg-9647-TS and QNg-96382-TS exploiting in Paracel water was forced out of Paracel area by the ships Haijian 262 and Haijian 263.

On 17 March 2013, the ship QNg-96399-TS was forced out of Paracel area by the China’s Haijian and Helicopter.

At 7 a.m. on 23 March 2013, the ship QNg-94590-TS fishing at the coordinate 12 degree North Latitude, 116 degree East was under siege by the China’s Haijian, which seized 21 lights (used to collect fish) and forced the Vietnam’s ship out of Paracel area. Vietnam’s ship had no choice but backed to the shore due to the fact that there were no equipment left.

Moreover, since early 2013, the telecommunication cable in Paracel area suffered from China’s jamming that made the long-range communications with Global Positioning System (GPS) unable to contact with the Shore Station to report promptly the incidents occurred.

This is an obstinate and systematic sequence of actions of China from raising difficulties, obstructing fishing activities, and menacing Vietnam’s fishermen to using power to threaten their lives and properties to serve China’s bigger scheme which is to invade our sovereignty over islands and sea.

Vietnam Fisheries Association respectfully requests the authorities to have effective interventions, create synergy, immediately prevent the wrongdoings of China, and protect safety of life and properties of fishermen and the Fatherland’s sovereignty integrity over sea and islands.
