VUSTA – UNDP PROJECT

In the integration and globalization, VUSTA recognized it had to become more responsive to the needs of its member organizations and to improve its capacity to monitor and provide input to the Government’s policies, programmes and projects. With support from UNDP through the project “Capacity building for Viet Nam union of Science and Technology Associations” VUSTA will work together to fill the current capacity gap in building effective partnerships, improving coordination, information sharing and networking in an effort to better meet the needs of VUSTA’s membership.

People’s participation is becoming an increasingly important part of the reform process in Viet Nam and VUSTA and its member organisations have a potentially very important role to play in this area. As one of umbrella organizations for civil society organizations established during the 1980s, the Vietnam Union of Science and Technology (VUSTA) has a long history and today coordinates more than 600 members, mainly made up of professional associations, local unions, centres and research institutes.

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.

With support from UNDP through the project “Capacity building for Viet Nam union of Science and Technology Associations” VUSTA will work together to fill the current capacity gap in building effective partnerships, improving coordination, information sharing and networking in an effort to better meet the needs of VUSTA’s membership.

1. Overall Objectives:

The Project aims at strengthening the VUSTA’s capacity to effectively support and represent its member organisations in government policy-making processes, contributing to the promotion of democratic governance and socio-economic development in Viet Nam.

2. Specific Objectives:

The project will be implemented over a 3.5 year period, with the following objectives:

·        Strengthening VUSTA’s capacity to represent its member organisations’ interests in contributing to the government’s policy-making processes English, Vietnamese

·        Strengthening VUSTA’s internal governance structures and capacity to work as an effective umbrella organisation English, Vietnamese

·        Strengthening VUSTA’s capacity to become an effective bridge for its member organisations English, Vietnamese

Main beneficiaries are key departments in VUSTA Head Office. The participation and inclusion of local unions, central discipline associations and affiliated non-membership organizations (81) will also be ensured.

The project has been designed to contribute to the achievement of UNDAF outcome 3, One UN Plan outcome 4 and the One UN Plan output 4.9 as detailed in Project document.

3.      Project implementation structure:

3.1.      The Advisory Board: is a sub-set, or an arm, of the Project Steering Committee and meets quarterly to assist the Project Manager with any managerial/operational matters.

The Advisory Board consists of representatives of the VUSTA leadership, MOHA, the NA Committee for Science and Technology, UNDP and an international NGO working with VUSTA. (updating)

3.2.      The Project Steering Committee: plays an important role in overseeing and guiding the project.

The Project Steering Committee consists of representatives from VUSTA, UNDP and of selected local VUSTA and VUSTA member organisations and be chaired by the President of VUSTA. English, Vietnamese

3.3.      The Project Management Board includes:

National Project Director (NPD) – Ass.Prof. Ho Uy Liem – Vice President cum Secretary General of VUSTA

The NPD provides project leadership, reports to the Project Steering Committee and is the link to the leaders of VUSTA. English, Vietnamese

Deputy National Project Director (Deputy NPD) – Ph.D. Nguyen Manh Cuong – Head of International Relations Department

The Deputy NPD provides assistances to the NPD & supervises the project implementation. English

Project Manager (PM) – LLM. Lawyer Nguyen Thi Bich Diep

The Project Manager is full-time, responsible for the day to day running of the project and ensures the smooth delivery of project activities and outputs. English, Vietnamese

Project Assistant (PA): supports and is supported by the PM for the day to day running of the project. English, Vietnamese

In addition, the following technical assistance will be provided to assist project management:

A long term International Advisor (part-time) English, Vietnamese

Short term national and international experts

Ad-hoc support by VUSTA staff (in-kind contribution)
