Mining and processing of oil and gas is economic development and coastal protection

The basic and long term task is protecting and managing stable sovereignty, sovereign rights and national jurisdiction in sea, continental shelf, Hoang Sa and Truong Sa islands, and other islands belongs to Vietnamese sovereignty.

Dr. Tran Cong Truc answered: The Resolution No.09-NQ/TW on the 9th, February, 2007 also identified specific sea oriented development to 2020 on economic – social fields, national defense and security, foreign affairs, marine science – technology, and marine infrastructure construction.

Firstly, orienting social – economic developing strategy: strengthen basic investigating work on marine resources and protect marine environment, develop marine science – technology; construct marine infrastructure associate with develop service sector, marine transportation….

 

Second, till 2010, developing a breakthrough step in marine and coastal economy such as: mining and processing gas and oil, maritime economy; exploiting and processing seafood; marine tourism and islands economy; constructing coastal economic zones, concentrating industrial zones and processing zone associated with developing coastal urban zone…

Thirdly, orienting strategies of national defense and security and foreign affairs; The basic and long term task is protecting and managing stable sovereignty, sovereign rights and national jurisdiction in sea, continental shelf, Hoang Sa and Truong Sa islands, and other islands belongs to Vietnamese sovereignty. The foresee task is protecting integrity national sovereignty and interests on sea, islands and maintaining peace, stability, and cooperating development:

- Promoting synergy strength, maintaining independence, sovereignty, sovereign rights, jurisdiction, and integrity territory, sea and islands of the country.

- Incorporating political, diplomatic, legal, economic, and national defense forms and methods in managing airspace, protecting national sea and islands.

- Associating developing sea economy with managing airspace, protecting sea and islands and building up the whole civil defense posture associated with people’s security posture.

- Constructing armed forces with the core is Navy, Air Force, Coast Guard, Border Guard, and Marine Militia to support to fishermen and economic components which manufacture and exploit natural marine resources.

- Formulating policies to attract and encourage people to be long term habited in islands and worked at sea to develop economy as well as protect National border…
