On the occasion of 20th anniversary of establishment of Vietnam Association of Accountants and Auditors (VAA), reporters of vusta.vn had a discussion with Assoc. Prof. Dr. Dang Van Thanh, chairman of VAA, on society’s results and achievements.

Could you please talk about the establishment process of the society?

-  In 1998, we set up the National Chief-Accountant Club, the first organizations of accountants in Vietnam. It was also the predecessor and core association of VAA today.

On the basis of the Ordinance on Accounting and Statistics, Vietnam Accounting System started to be renewed in 1998 and reformed comprehensively and thoroughly in 1994-1995 as requirements of market economy, with the function of organizing Economic and Financial information system. It obtained the highest possible level of audience satisfaction about information needs in the open economy and competitive equality.

Due to the requirement of the new economic mechanism and open the door to attract foreign investment, audit began to appear in Vietnam in early of 1990s with the participation of Emst Young company and later, in 1991, two more accounting and auditing companies was established and officially being operated.

In this context, the first professional organization of accountants and auditors in Vietnam was established in 1994 under the name “Accountants Society” in 2004 and after that is was renamed into “ Viet Nam Association of Accountants and Auditors”. VAA is a social professional organization for accountants and auditors in the country. From the few hundred members in the very first day, now the society has nearly 10,000 members and many affiliated associations. Members of society are professionals, researchers, educators, financial directors, chief accountants, accountants and auditors having necessary criteria, voluntarily taking part in, and abiding by guiding principles and goals of VAA.Affiliated associations are professional society such as Vietnam Association of Certified Public Accountants (VACPA), Association of General State Treasury Accountants, Association of Tax Accounting, etc. Some of affiliated associations have members who are university or college students; other some are working in many fields of economics such as Association of Industry and Trade Accountants; Association of Transport Accountants. They are working effectively and have close relationships with other associations in the country and in the area.

VAA has been a member of Vietnam Union of Science and Technology Association, of International Federation of Accountants, and also a member of ASEAN Federation of Accountants since 1998. A few members of affiliated association are also members or in cooperation with some professional organizations and multinational accounting and auditing companies such as Vietnam Association of Certified Public Accountants is a member of CAPA, etc. VAA is sponsored by Ministry of Finance and works under the laws of Vietnam government.

As a biggest social - professional association in Vietnam, VAA has implemented many activities contributing to the social - economic development of our country. Could you please talk about association’s achievements?

- Up to now, we have contributed to raising social and professional awareness of people on auditing and accounting in the integrating open market economy. Besides, auditing and accounting have a positive contribution to improving the quality of economic and financial information and making economics transparent. We are also scientific consultants and counter-argue laws and economic policies of Government.

Being given some state management functions of audit and accounting, we have implemented registration and management activities since 2006. The management board of the association has worked well and developed in managing and training.

For many years, VAA has trained and improved capacity and professional skills for its members and staff. The society has done quite a good job and is approaching the auditor and accountant training programs in the region and in the world. We are now preparing for the merging training program with certification recognition between countries in the ASEAN.

For communication, propaganda and career promotion, we have Accounting and Auditing released thousands of copies every month. This is the career forum and spiritual food for accountants and auditors in Vietnam.

In external works and vibrant, flexible and effective international relations, VAA took responsibilities of AFA chairman in the term 2004-2005 and successfully organized two International Accounting Conferences in Vietnam in 1997 and 2005, as well as many international and regional career workshops.

The initial result that VAA got is the direction and sponsorship of government, especially Ministry of Finance. The important reasons are the intelligence, commitment, enthusiasm for career of auditors and accountants working all over the country.

Due to many requirements, AVV and its members have a motto: “Convergence - Profession – Development”. Every member and every affiliated association are trying their best for the development of association and quality of financial and economic information given by auditors and accountants.

“Convergence” is that all auditors and accountants join in professional organizations in order to honor their occupation, uphold professional responsibility and maintain moral dignity of auditors and accountants.

 “Profession” is upgrade professional value and quality of Financial and economic information.

We need the “Development” to help auditing and accounting service in Vietnam is able to meet the highest expectation of the country in integrating open market economic.
