Typical S&T Intellectual in 2017: Mr. Pham Cong Tham – Developer of regulations in the field of accounting services

Starting his work in Vietnam Association of Accountants and Auditors (VAA) in 2009, Mr. Pham Cong Tham - Vice President cum Secretary General of VAA has made many proposals and directly studied the development of management procedures and regulations in the field of accounting services. And so far these procedures and regulations have been used in effective management of accounting services.

Talking with reporter of vusta.vn, Mr. Tham said that current regulations on accounting services include regulations on the organization and operation of accounting service providers; accounting service procedures and sample forms used in service contract management records; procedures of quality control of accounting services; regulations on grading and assessment, classification of service quality for accounting service enterprises and facilities; and regulations on consideration to honor organizations and individuals that provide accounting services.

With effort and creativity, the practice management and accounting services sector has experienced rapid growth with high growth rates, particularly over 20-30% per year in many years, (in 2008, there were only 18 enterprises with 36 accountants and auditors registered to practice accounting but after 10 years, as of December 31, 2016, there were 120 enterprises with 265 accountants registered to practice accounting, which is a 7-time increase compared to 2008).

Accounting services have changed in terms of quality; corporate governance and quality control of accounting services for customers in most accounting service providers are standardized and trusted by customers. The Accounting Practice Management Board has been rewarded many times by the VAA, the Union of Science and Technology Associations and the Ministry of Finance.

It is known that Mr. Tham and VICA Board of Motivation and VICA Leadership has successfully built the Vietnam Association of Chartered Accountants, the professional organization of accounting practitioners. They have directed the development (and directly developed some rules and regulations) to submit to the VAA for issuance of more than 20 documents, rules and regulations to govern the activities of the Association and its members. Consequently, the Association has operated quite professionally and developed quickly and effectively. In its early stage (in 2013), the Association only had 30 institutional members and 22 individual members. After 5 years of operation, up to now, VICA has 64 institutional members and 47 individual members, more than 2 times higher than when it was established.

With the results achieved, he was awarded the First Class Resistance Medal, the Third Class Labor Medal in 2010, the Second Class Labor Medal in 2010, Certificate of Merit from the Prime Minister, Certificate of Merit from the Ministry of Industry and Trade, Certificate of Merit of the Vietnam General Confederation of Labor, Certificates of Merit of Vietnam Union of Science and Technology Associations (2012, 2013, 2015 and 2016), Certificate of Merit of VAA, VAA Emulation Fighter from 2010 to 2016.

In recognition of his achievements in intellectual advocacy and science and technology research activities, VUSTA has decided to honor him as the Typical science and technology intellectual in 2017 and proposed the Prime Minister to award him the Certificate of Merit.
