On 20 June 2018, in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) organized a consultation workshop, chaired by Dr. Sc Nghiem Vu Khai, member of the National Assembly, Vice President of VUSTA to provide recommendations for revision of Decree on management and utilization of Official Development Assistance (ODA) and other preferential loans. This workshop was one of a series of VUSTA’s activities aiming at enhancing effectiveness of international cooperation of VUSTA and its affiliated organizations, particularly strengthening participation of science and technology organizations in contributing to the development of legal documents related to the receiving and use of aids.

Attending the workshop were representatives of VUSTA’s affiliated science and technology organizations, officers and department leaders of VUSTA’s headquarter and other concerned agencies. At the workshop, representative of Department of International Cooperation of VUSTA has introduced a draft handbook on receive, use and management of non-refundable aids for affiliated science and technology organizations to get comments for completion of the handbook.

In general, participants have acknowledged the high relevance of revising the Decree No. 16 as well as the appropriateness of some adjustments in the current Draft Decree, such as the Draft Decree had been amended and supplemented in some certain provisions towards clarified and feasible procedures on verifying and approving for receiving and use of ODA fund. Particularly, the revised Draft Decree provides a separate chapter for financial management. However, several regulations of the revised decree remained unclear, unspecific and incomprehensive and lack of a breakthrough process and procedure on reception, management and utilization of ODA, especially non-refundable ODA, that would potentially lead to difficulties in implementation.

Workshop participants provided a number of recommendations on scope of regulation, subjects of application and specific regulations to facilitate mobilization, receiving and use of non-refundable ODA. In detail, it is necessary to clearly stipulate the eligible organization to receive aids, separate regulations on financial management of non-refundable ODA sources with the refundable and loans. It was recommended that the term “sensitivity” should be clearly and thoroughly defined that provide the redline to receive funds, time limits for assessment and issuance of the decision should be specified. The issue of decentralization of management of ODA to line ministries/agencies and provinces together with clear specific responsibilities and authority of these agencies have been discussed and recommended as key innovative factor of the new Degree.

To conclude the consultation workshop, Dr. Sc. Nghiem Vu Khai affirmed that VUSTA always upholds responsibilities of a socio-political organization, which is assigned to manage aids received by affiliated organizations. He also committed that as an umbrella organization, VUSTA will sum up the opinions of affiliated science and technology organizations on the groups of matters which need to be amended and supplemented in the Draft Decree and send to the drafting team to accept comments of the delegates to amend the Decree in line with reality and hoped the revised Decree could help affiliated organizations effectively receive and use aids.
