Theoretical and practical issues in state management of associations and non-governmental organizations

On the afternoon of 22 January, within the framework of the state-level project of "Completing the state management of associations and non-governmental organizations in order to meet requirements of developing a juristic socialist state" (Code: KX01 .32/16-20), the Vietnam Union of Science and Technology Associations (VUSTA), the host agency of the project, held a scientific workshop of "Theoretical and practical issues in state management on associations and non-governmental organizations to build a juristic socialist state in Vietnam”. The workshop focused on clarifying theoretical issues, methodologies, basic concepts, theories, approaches and practical issues related to the research of associations and non-governmental organizations in Vietnam.

The workshop was attended and managed by Dr.Sc. Nghiem Vu Khai, the Vice President of VUSTA, the Member of National Assembly XIV, the chairman of the project; Prof. Dr. Phan Trung Ly - the Former Chairman of the Law Committee of National Assembly XIII, the Head of the Constitutional Editorial Committee  2013. Many scientists in the project management also attended the workshop including Prof. Dr. Dang Canh Khanh, the Vice Chairman of the management council, and the Head of the Institute of Tradition and Development Research, Assoc. Prof. Dr. Nguyen Duy Chuyen, the Head of the Institute of Economic - Ecological Research, Dr. Lai Lam Anh, the Institute of World Economics and Politics, and some leaders of departments, experts and scientists of VUSTA.

At the opening of the workshop, Dr.Sc. Nghiem Vu Khai emphasized the importance and theoretical and practical meaning of the theme of "Completing state management on associations and non-governmental organizations to meet requirements of building a juristic socialist state" and the board of drafting Law on the Association continues to study, listen to, and receive opinions of scientists and people to complete the draft law to submit to the National Assembly as soon as possible. The research theme is consistent with the functions and political tasks of VUSTA, with the qualifications of intellectual, scientific and technological group, with the highest responsibility in research, advising and proposing the Party and the State to complete the management system of associations and non-governmental organizations to develop the nation. Dr.Sc. Nghiem Vu Khai expects that the success of this workshop will create a new and more complete direction on professional orientations for the theme in the near future.

At the workshop, the members listened to many theoretical and practical reports in the research and development of the project. Prof. Dr. Phan Trung Ly generalized basic concepts of associations and non-governmental organizations, the role of associations and non-governmental organizations through the history of establishment and development, the conditions of combining state management on associations and non-governmental organizations with requirements of building a juristic socialist state in Vietnam today. From the sociological theory system, Prof. Dr. Dang Canh Khanh said that the development of the model of associations and non-governmental organizations in recent years has given positive values ​​for the process of socio and economic development of Vietnam. Non-public organizations must know the nation's important social capital in new development theory models. “It is required to develop positive and appropriate mechanisms and policies for the State to exploit and use efficiently such important social capital and maintain and develops capital so that it will not become "dead social capital", said Prof. Khanh.

In addition, many international experiences in state management on associations and non-governmental organizations were also shared through the speeches of MA. Duong Thi Nga, Dr. Lai Lam Anh, and Dr. Do Thi Van. Many participants also gave out many important points in analyzing and assessing some advantages, difficulties and challenges of associations and non-governmental organizations that require adjustment of policies.  According to Dr. Dang Vu Canh Linh, the project secretary, it is necessary to research the use of concepts on scientific and life aspects, compare with international terms to determine what associations and non-governmental organizations are (covering common and specific points of different types of organizations such as associations, socio-political organizations, occupational political and social organizations, professional social organizations, professional organizations, social organizations, non-governmental organizations, non-public scientific and technological organizations, and others). “It is required to research and determine political and social functions, tasks, positions, and roles for each type of organization, direct management policies to development of organizations such as developing preferential tax policies, supporting community development activities implemented by organizations, mobilize international resources for the implementation of programs and projects of organizations”, he added.

To close the workshop, Dr.Sc. Nghiem Vu Khai said that studying the theme is not only a scientific and political task of VUSTA. It is a difficult and complex issue, the project management board and VUSTA will research cautiously and receive valuable opinions of the scientists at the workshop as a basis for implementing professional tasks of the theme in 2019.
