The CPV’s Central Committee’s Commission for External Relations visited VUSTA

On 18 April in Hanoi, the Comunist Party of Vietnam’s Central Committee’s Commission for External Relations had a working session with the Vietnam Union of Science and Technology Associations (VUSTA) on VUSTA’s foreign affairs. The meeting’s participants included Mr. Nguyen Tuan Phong - Deputy Head of the Commission for External Relations of the Party’s Central Committee, Mr. Nghiem Vu Khai – Vice President of VUSTA and some leaders representing some Departments and Divisions of the two organizations.

At the meeting, Mr. Nghiem Vu Khai - Vice President of VUSTA reported on the results of outstanding international cooperation in the past time, challenges, and suggested, the Commission for External Relations about some measures to improve the current policies and laws that helped effectively implement the foreign policy of the Party and the State, including people-to-people relations.

According to Vice President Nghiem Vu Khai, VUSTA’s international cooperation in recent years have been carried out inline with the Party's guidelines and the laws of the State, with the close coordination with relevant agencies and organizations as well as active participation of member organizations and units affiliated to VUSTA.

International cooperation activities have contributed to expanding partnerships with many countries and international organizations; captivating the experience and resources to better gather, unite and promote the role of Vietnamese science and technology intellectuals.

Each year, affiliated science and technology organizations under VUSTA have mobilized about 100 foreign funded projects to implement technology transfer, consultancy and training activities in many localities to contribute to hunger elimination, poverty reduction, environmental protection, response to climate change, community health care, livelihood improvement, new rural construction and many other practical activities.

In addition, recent international cooperation and scientific research have brought good experiences for VUSTA to effectively implement the task of social consultancy and evaluation, propose mechanisms, policies and laws on science and technology development, high-quality human resource training, communication and dissemination of knowledge and innovation of operation methods of associations. VUSTA has actively and positively participated in political foreign affairs under the Party and State guidelines such as contributing to the periodic review report UPR III, Sustainable Development Report 2018; attending the ASEAN, Asia-Europe People's Forum, etc.

At the meeting, VUSTA also mentioned some inadequacies and limitations in a number of regulations directly related to international cooperation activities in general and the approval and implementation of projects of the affiliated organizations of VUSTA in particular. VUSTA proposed competent agencies to strengthen the work of external information, capacity building for staff members working on the fields of people-to-people relations, especially the political education, to meet with the current requirements.

In addition, VUSTA requested the Commission for External Relations of the Party’s Central Committee to support and create conditions for VUTA to successfully organize CAFEO 38 in 2020 and VUSTA’s other foreign events, to coordinate with the Party’s committees to advise the Politburo and the Secretariat to continue to pay attention to directing people-to-people relations as well as policies to promote the role of the intellectuals in the era of industrial revolution 4.0 and international integration.

Speaking at the meeting, Mr. Nguyen Tuan Phong, Deputy Head of the Commission for External Relations of the Party’s Central Committee acknowledged the recommendations and highly appreciated the results of international cooperation activities as well as the contributions of VUSTA to the people’s diplomacy under the leadership of the Party and the management of the State. He proposed VUSTA continue to promote its achievements, pay more attention to the mobilization of overseas Vietnamese science and technology intellectuals; mobilize and guide member organizations to participate in multilateral cooperation mechanisms; study experiences, mobilize international resources for international cooperation activities to be practical, serving the organization's professional and political mandates. In addition, VUSTA should continue to reform its organization, operations, enhance its capacity, promote propaganda and advocacy for the Party and State agencies to appreciate the role and position and create favorable conditions for VUSTA to successfully fulfill its mission to serve the national development as well as international integration in the new circumstances.
