Thai Nguyen Union: Strengthening the activities of consultancy and judgment

Thai Nguyen Provincial Union of Science and Technology Associations was established in 2002 with 18 member associations and 400 members. It has so far 25 member associations with 50,296 members. Since its establishment, the Union has always attached great importance to the consultancy, judgment and social expertise and continuously developed.

State institutionalization documents are very sufficient to create favorable conditions for the Thai Nguyen Union and its member associations to promote the competence of the intelligentsia, including consultancy, judgment and social expertise that are considered as the main and most appropriate field of operation for this socio-political organization.

Regarding consultancy, judgment and social expertise, Dr. Nguyen Van Vy - Vice President of the Union said that since being assigned the task by Thai Nguyen People's Committee in 2004, the Union has taken the initiative to implement the consultancy, judgment and social expertise. Although the consultancy, judgment and social expertise has 4 forms of implementation and 5 different levels of consultancy and judgment, there are certain limited contributions of the consultancy, judgment and social expertise to policies and guidelines at the request of competent agencies or organizations or appointment of officials to participate in consultancy, judgment and social expertise of programs and projects.

However, starting from 2015 to now, the Union has constantly developed the consultancy, judgment and social expertise, typically "Consultancy and judgment of policies to support economic development for ethnic minorities – for the 19th Party Congress of the province"; "Evaluation of the system of policy and mechanism on science and technology of Thai Nguyen province"; "Consultancy and judgment of the planning of human resource development in Thai Nguyen province until 2030," said Mr. Vu.

He added that the Union also deployed scientific research projects at the provincial level as research of solutions to the implementation of consultancy, judgment and social expertise in Thai Nguyen province. At present, it is carrying out 2 tasks in the field of consultancy, judgment and social expertise at the provincial level, namely Consultancy and judgment on policies for development of education and training for ethnic minorities of Thai Nguyen province and the scheme of identification and determination of specific solutions to contribute to promoting sustainable development of Thai Nguyen's economy by 2025 with a vision to 2030.

Regarding member associations, Mr. Vu told that the Union has a number of qualified member associations that have actively participated in consultancy, judgment and social expertise. For example, the Soil Science Association has consulted on a number of programs and projects on rural mountainous research and development, specifically: Consulting Thai Nguyen University on the 2016 research topic list and orientation towards 2020 in the field of natural resources and environment; Consulting the Ministry of Education and Training on the list of research topics in 2016 and orientation to 2020 in the field of natural resources and environment; Consultancy and judgment on 4 state-level projects, 6 provincial-level projects; Consulting local authorities on the assessment of state management of land and proposal of solutions for appropriate use of land, natural resources and environment.

Mr. Vu also said that at present, many members of the Union who are experts in various sectors have been invited to join the Science and Technology Council of Thai Nguyen province as well as the Science and Technology councils of central ministries and branches to make consultancy and judgment when approving or accepting projects and applications of science and technology. These comments have contributed to improving the feasibility and effectiveness of science and technology projects and scheme.

He said that in order to develop the consultancy, judgment and social expertise activities, the Union has consulted the provincial People's Committee on issuing Decision No. 31/QĐ-UBND dated 18 October 2017 on "Regulation on consultancy, judgment and social expertise of Thai Nguyen Provincial Union of Science and Technology Associations" in replacement of Decision No. 2362/QD-UB, dated 6 October 2004. Decision No. 31/QD-UBND provided specific provisions on types of schemes that need to gather comments, implementation process, financial mechanism for specific activities and responsibilities of state agencies for this activity. This is a prerequisite and favorable condition for the Union to mobilize scientific and technological intellectuals in the area to better implement the consultancy, judgment and social expertise in the coming years.

The consultancy, judgment and social expertise is of great importance in making decisions before promulgating guidelines, policies, programs and projects on socio-economic development, security and defense. This activity further provides more scientific foundations, objective and realistic bases to create a great social consensus between managers and staff for improvement of its feasibility.
