On 26 July 2018, Thai Binh Provincial Union of Science and Technology Associations held a social consultancy and evaluation workshop on the scheme "Water Resources Planning in Thai Binh province up to 2025 with a vision to 2035”.

Attending the workshop were scientists, consultancy and evaluation experts at the central associations and branches: Assoc. Prof. Doctor. Bui Van Truong, Deputy Head of Geotechnical Engineering Department of Water Resources University, Assoc. Prof. Doctor. Truong Manh Tien, President of Vietnam Association of Environmental Economics; Assoc. Prof. Doctor Dao Trong Tu – Director of Center for Sustainable Development of Water Resources and Climate Change Adaptation; scientists, managers in the province, leaders of departments, branches of the province, representatives of owners and consultants who make the planning.

According to the evaluation council, the general report of the scheme "Water Resources Planning in Thai Binh province up to 2025 with a vision to 2035" studied, evaluated, calculated and forecasted demand for using water, assessing the potential of surface water, identifying emerging issues in water resources exploitation and use, forecasting trends in water resources in the planning; Calculating, distributing and protecting water resources for water use in the province so as to select appropriate solutions to propose solutions for management, allocation, exploitation, use and protection of water resources, prevention of harmful effects caused by water in a rational and sustainable manner.

The planning also proposed 06 groups of solutions including solutions on mechanisms and policies; solutions on organizational structure, management and administration; solutions on investment and resource mobilization; solutions on capacity building and stakeholder engagement; solutions on water resources development; solutions on protection, improvement and restoration of water environment. At the same time, it also proposed 10 projects to be implemented and budget, plan and implementation schedule of 10 projects in the planning period....

However, scientists and consultancy and evaluation experts have pointed out that the general report of this planning project still has many shortcomings. Specifically, the process of survey and statistics has still many errors, it is not close to actual situation. The options for water allocation, water source protection and limitation of harm caused by water resources are not specific, clear, partly inadequate and partly redundant. Particularly, it concluded that lack of water in Dong Hung district, Tien Hai district was incorrect; The map section is wrong, missing, not illustrated explanations; Approaches, field survey and development of water resources planning are not inherently objective and have not confirmed the quantity and quality of water resources. Solutions need to be more specific. At the same time, it is necessary to review the proposed projects for the implementation of the planning according to the content and order of priority of phases. Coordination among branches and sections should be paid attention to in implementation.
