Every two years in odd years, Thua Thien Hue Provincial Union of Science and Technology Associations organizes the Technical Innovation Contest (Contest). Throughout the contest, technical researches and solutions are introduced and applied to real life.

Over the past years, the Provincial Union of Science and Technology Associations has coordinated with Hue University, Department of Science and Technology, Labor Confederation, Thua Thien Hue Provincial Youth Union and departments in the province in organizing many creative emulation activities such as the Innovation Contest for Teenagers and Children; Technical Innovation Contest and Science and Technology Innovation Award.

After 7 times of organization, the Contest has had nearly 400 registered projects of which 291 have been awarded. The winning topics really resonate, contributing to stimulate the innovative research movement in science and technology among the people. Many projects are meticulously invested, quality and cause great resonance in practice. In particular, many national and international-level projects have been applied in practice; participants are also diverse, ranging from ordinary workers such as guards, mechanics, officers and civil servants etc. to industry-leading professors.

Regarding effectiveness in applying research results to real life, we must mention such projects as “Laparoscopic surgery via natural openings for treatment of colorectal cancer” by Assoc. Prof. Dr. Pham Nhu Hiep and colleagues of Hue Central Hospital; “Use of green energy to provide energy for the whole operations of the water treatment plant” by MSc. Truong Cong Nam and colleagues of Thua Thien Hue Water Supply Joint Stock Company (HueWACO) or the project “Thua Thien Hue e-government technical infrastructure and multi-level office system” of the group of authors: Phan Ngoc Tho, Dang Ngoc Tran, and Le Vinh Chien, which builds a system of functions and application features to meet the practical requirements of the province and the provincial authoritiesin accordance with the provincial e-government application architecture framework on the basis of planning, upgrading and comprehensively improvement of the gateway/website system at all levels in the province, addressing the province’s major problem of connectivity, synchronously integrating Portal/Website with system of agency applications inside and outside the agency and throughout the authority levels in the province, forming a unified e-government information system in form of online centralized Administrative Center of the whole province, meeting the requirements of serving the citizens and enterprises in the province.

Assoc. Prof. Dr. Pham Nhu Hiep - Leader of the project “Natural orifice transluminal endoscopic surgery for treatment of colorectal cancer” said “At Hue Central Hospital, we has conducted natural orifice transluminal endoscopic surgery (NOTES) via anal for low rectal cancer patients since 2007, and reported at national and international conferences. We have also successfully performed 20 cases of colorectal surgery through natural orifice (4 cases through vaginal hole). At present, no center of Vietnam announced to have performed colorectal endoscopic surgery entirely through natural orifice. Therefore, it can be said that we are the first unit to implement and master this technique”.

Prof. Dr. Tran Huu Dang, President of the Provincial Union of Science and Technology Associations, Head of the Organizing Committee, said that the Contest increasingly contributes to promote the mass creative labor movement in effective application of scientific and technological advances to production and life. It has become the “cradle” of the creative labor movement. The Contest not only honors the winners but also contributes to orient the creative labor movement to better serve the socio-economic development of the province. Consequently, organizing the competition has very practical significance in bringing science closer to life.

In 2017, the Union of Science and Technology Associations continues to coordinate with the departments and sectors to implement the 8th Contest. Accordingly, all technical solutions for production, life, economy, society, security and national defense in 6 groups of sectors are qualified for participation in the competition, including information technology, electronics and telecommunications; automatic mechanics, construction and transportation; materials, chemicals, energy; agriculture, forestry, fisheries, natural resources and environment; pharmacy; education, training and other fields.

Prof. Dang further said that participants in the Contest consist of all individuals, irrespective of age, ethnic group or occupation, having technical solutions created and applied in Thua Thien Hue province; all organizations having invested resources to create technical solutions (those who directly participate in the creation of a technical solution are registered by the subscribing organization as the author or author group of the technical solutions).

Organization of the closing and awarding ceremony of the Contest contributes to propagate, promote and attract the participation of people from all classes.

The award structure includes: First prize: VND 9,000,000; Second prize: VND 6,000,000; Third prize: VND 4,000,000; Consolation prize: VND 2,000,000. Technical solutions winning top prizes will be selected to participate in the 14th National Technical Innovation Contest, 2016 - 2017. The Organizing Committee will confer certificates of merit and awards to units and individuals with excellent achievements in the propaganda, dissemination and organization of the Contest.

In addition, lead authors of the projects winning the first, second and third prizes were proposed for consideration for the Creative Labor Certificate conferred by the Vietnam General Confederation of Labor. Young authors being Youth Union members and winners of highly-awarded works are recommended to the Innovative Youth Badge given by the Central Committee of Ho Chi Minh Communist Youth Union.
