Scientific forum: Lessons learned from assessment of implementation of the National target program on new rural development

On the morning of 08 August 2017, in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) organized the Scientific forum “Lessons learned from assessment of implementation of the National target program on new rural development in period 2010-2020”.

The forum was attended by approximately 60 delegates, including scientists, representatives from relevant departments and sectors, and representatives of member associations, science and technology organizations affiliated to VUSTA. Dr. Nghiem Vu Khai, VUSTA Vice President and Mr. Nguyen Minh Tien, Director of Department of Cooperative Economy, Chief of Office of Central New Rural Coordination co-chaired the Forum.

With achievements in the past 06 years, the new rural development program has contributed to fundamentally changing the appearance of the country’s rural areas, gradually reducing the gap between rural and urban. Notably, the new rural development has made many rural areas more spacious, clean and beautiful; essential infrastructure for transportation, irrigation, culture, health care and education has been upgraded and constructed; agricultural production continues to develop to deliver high economic efficiency; the number of poor households has decreased rapidly, and the material and spiritual life of rural people has been gradually improved.

On behalf of the new Central New Rural Coordination Office, Mr. Nguyen Minh Tien said that to date, the country has more than 31% of communes meeting the new rural standards and the whole country meets 13.87 criteria percommune on average.

However, in addition, Mr. Tien also said that there remained many limitations during the implementation of the program. Typically, the organization of production in agriculture has not been connected sustainably, and restructuring of agricultural production associated with new rural development is limited. In some localities, the construction of cultural life is still formalistic, the rural environment continues to be threatened, and the implementation and evaluation is formalistic and heavily influenced by achievement.

In the coming time, Mr. Tien also expected VUSTA and scientists to participate more directly and actively in the implementation of Decision No. 45/QD-TTg dated 12 January 2017 of the Prime Minister approving the Science and Technology program for new rural development in the period 2016-2020.

VUSTA scientists participating in the forum also enthusiastically discussed and made contributing comments, focusing on major issues in the implementation of new rural development in the whole country.

According to Tran Duy Khanh, Director of Entrepreneur Research and Training Center, the planning of the new rural is currently a reverse planning that is at commune level only, not at district or provincial level. Some visible highlights are the development of road and electricity construction, while the structure of plants and animals in accordance with the characteristics of each locality is not focused properly. Moreover, in the new rural construction process, the participation of science and technology is extremely blurry. It can be seen that the roads are large and beautiful but the economic life of the people is neither improved nor delivers real benefits to the people. This is also a shortcoming in the implementation of the new rural program.

Another important task to be improved in order to fulfill the goal of developing a new rural program is to classify and develop specific and particular criteria for each region and each locality based on their characteristics, habits, culture, because the current common criteria is very difficult for localities to implement, according to Dr. Truong Manh Tien, President of the Environmental Economics Association. Mr. Tien also emphasized that it is necessary to pay attention to ensuring the safety of water sources and the environment, avoiding recent mass concretion in some localities which will break the balance of the natural ecosystem.

In addition, the participants also shared the real models of new rural construction in the localities such as Thai Binh, Phu Tho, Ha Tinh and Hoa Binh... with the hope that functional authorities will have instructions, develop specific criteria based on actual needs of the people, apply science and technology in transformation of economic, plant and animal structure, respect the opinions and promote the potentials and advantages of the people while preserving and promoting cultural identity of the locality.

On behalf of VUSTA, Dr. Nghiem Vu Khai, VUSTA Vice President, recognized enthusiastic comments of the scientists on the implementation of the new rural program. After the forum, VUSTA will continue to widely consult the scientists and interested readers in the Scientific Forum on Dat Viet Newspaper on the implementation of the new rural program to 2020 and send official comments to competent authorities to contribute to the successful implementation of the national target program on new rural development.
