On the 1st and 2nd of August 2017, the delegation of the Vietnam Union of Science and Technology Associations (VUSTA) led by Prof. Dr. Sc. Dang Vu Minh, VUSTA President, visited and worked with community-based organizations (CBOs) in Hai Phong and Quang Ninh within the framework of VUSTA Project – the Global Fund-Supported Project on HIV/AIDS.

Participants in the visit were representatives from the VUSTA Project Management Unit, Hai Phong and Quang Ninh Provincial Union of Science and Technology Associations (PUSTA), the Provincial HIV/AIDS Control Center (PAC) and representatives of leaders and officers of the Center for Supporting Community Development Initiatives (SCDI) which is the entity implementing the project.

At the working session, CBOs reported the progress of implementation of activities in the first half of 2017, the results achieved in providing HIV/AIDS prevention services to the target population of the project, including People Who Inject Drugs (PWID), Men Who Have Sex with Men (MSM) and Female Sex Worker (FSW). Only in the first 6 months of 2017, 6,861 people of the main group in Hai Phong and 3,059 people in Quang Ninh have benefited from the VUSTA Project's HIV infection prevention program implemented by the CBOs.

After listening to reports on the results of activities in these two provinces, Prof. Dr. Sc. Dang Vu Minh appreciated the roles and contributions of Community-based Organizations in HIV/AIDS prevention and control, acknowledged and praised CBOs’ close coordination with PUSTA and PAC Hai Phong and Quang Ninh in the project activities in the locality. In particular, Prof. Dr. Sc. Dang Vu Minh was very impressed with the enthusiastic participation and support from leaders and officers of Hai Phong HIV/AIDS Prevention Center. "I have visited many provinces, met with many PACs there, but perhaps the most impressive is the enthusiastic participation and support from Hai Phong PAC, which is very precious”.

Prof. Dr. Sc. Dang Vu Minh also heard CBOs sharing the advantages and disadvantages of implementing project activities in the localities. Major difficulties encountered by CBOs include accessibility to opiate addiction treatment with methadone (in Ha Long City, Quang Ninh because the methadone treatment facility was overloaded); healthcare insurance in ARV treatment due to lack of or absence of residency confirmation or identification documents, etc.

Ending the visit in these two provinces, Prof. Dr. Sc. Dang Vu Minh suggested that VUSTA PMU and SCDI should focus on solving the difficulties faced by CBOs in order to make the groups and the project’s operations more and more effective.
