Nine outstanding events of the Vietnam Union of Science and Technology Associations in 2017

1. P.M Nguyen Xuan Phuc worked with Vietnam Union of Science and Technology Associations (VUSTA)

On February 17, 2017, Prime Minister Nguyen Xuan Phuc worked with VUSTA at the Government Office.

At the meeting, PM Nguyen Xuan Phuc highly appreciated Vietnamese intellectuals for their great contributions to the process of building and defending for the country, as well as VUSTA’s achievements in advising and proposing policies to the Party and State; participating in development of laws and other policies; enhancing consultancy, judgment and social expertise of the State's policies and major national projects/programs.

The PM also expected that VUSTA and its member organizations and scientists would continuously contribute to professional activities, especially in activities of social consultancy and evaluation in upcoming time. Along with, PM Nguyen Xuan Phuc also asked ministries, sectors and local authorities to listen and thoroughly consider opinions of scientists, to create mechanisms and favorable conditions for scientists, intellectuals and VUSTA in order to continuously fulfill their assigned tasks for contribution of development process of the country.


2, Continuing to affirm role and position of VUSTA as a socio-political organization in the national political system

In 2017, under request of Central Party Secretary, the Ministry of Home Affairs (MOHA) has implemented evaluation project on current situation of activities of three unions in recent years, including VUSTA, Vietnam Union of Literature Associations (VULA) and Vietnam Union of Friendship Organizations (VUFO).


After surveys, working with local authorities and symposium workshops with relevant agencies, evaluation report of MOHA highly appreciated activities and contributions of three unions to construction and development process of the nation and continuously affirmed position as well as role of VUSTA as a key socio-political organization of Party and State in intellectual mobilization and a systematic organization wide-spreading from central to provincial level.

3. Honoring outstanding intellectuals of VUSTA for the second time

In 2017, VUSTA has organized ceremony to honor 118 outstanding scientific and technological intellectuals who have been contributing to activities of provincial unions and national professional associations (including 53 individuals from national professional associations and 65 individuals from provincial unions); of which 10 scientists awarded Prime Minister’ certificates of Merit, those have had excellent achievements in science and technology activities as well as contributed to mobilization and involvement of scientific and technological intellectuals and to development process of the country.


This event paid attention of leaders of Communist Party and State. The ceremony was honored to receive the attendance and congratulations of Mr. Vo Van Thuong, Head of Central Propaganda and Education Commission, Politburo member, Central Party secretary; Mr. Vu Duc Dam, Deputy Prime Minister; Mr. Tran Thanh Man, President of Vietnam Fatherland Front Central Committee  and leaders of central agencies.

This event has contributed to encourage spirit of creativity, enthusiasm and dedication of scientists and individuals participating associations’ activities in  building and development of VUSTA, in particular as well as of country' science and technology advancement, in general.


4. Launching Ceremony of Vietnam Creative Yellow Book for the year of 2017

In August 2017, VUSTA in cooperation with the Vietnam Fatherland Front and Ministry of Science & Technology to organize a ceremony to publish the Vietnam Creative Yellow Book.

Prime Minister Nguyen Xuan Phuc, Party Secretary of Ho Chi Minh City, Mr. Nguyen Thien Nhan, President of Vietnam Fatherland Front Tran Thanh Man, Minister of Science and Technology Chu Ngoc Anh and leaders of ministries, sectors and provincial leaders attended and conferred the Creative Yellow Book.

The publication of Vietnam Creative Yellow Book is not only to aim at honoring scientists and scientific & technological achievements but also raising awareness and arousing pride of Vietnamese intellectuals and people’s creative and enthusiastic spirit in work to contribute to connecting, strengthening and consolidating of great national unity for sustainable development of the country.


5. Prime Minister approved project of "Building VUSTA’s Headquarters in Cau Giay district, Hanoi

After several years of reviewing procedures, the project of "Building VUSTA’s Headquarters” has been approved by PM at Decision No. 484/QĐ- TTg, dated April 13, 2017. This project has been included in the list of public investment programs for the period 2016-2020 and will be commenced in 2018. Upon completion, VUSTA’s Headquarters will become home of Vietnam scientific and technological intellectuals.

6. Re-organization of VUSTA’s institution and human resources of departments

In 2017, VUSTA has adjusted functions and duties of departments and rearranged staff to be suitable to new functions of departments. Accordingly, Human Resource Department renamed to Organization and Association Policy Department; Information and Knowledge Dissemination Department was changed to Communication and Knowledge Dissemination Department.

There were 7 officers rotated and made a plan of leaders at department level by 2020, two Deputy General Secretaries and Director of Social Consultancy and Evaluation Department were appointed.

This activity has contributed to enhance VUSTA’s headquarters’ quality and performance in the coming time.


7. Vietnam won high prizes at Japan and Korea International Creativity Exhibition

All the winning entries at the International Creativity Exhibition in Japan and Korea in 2017 are works which achieved high prizes of National Youth and Children Technological Creativity Competition and Vietnam Scientific and Technological Innovation Awards organized by VIFOTEC Foundation.


The 2017 International Exhibition of Youth Innovation (IEYI 2017) was held in Nagoya city, Japan with 144 creative works by U19 authors from 15 countries and territories.

Vietnam won one silver medal and one bronze medal from Exhibition Organizing Board and five special prizes awarded by the participating countries. The Silver Medal possesses by works of sky positioning equipment and knowledge integrated for astronomic education and research.

The bronze medal belongs to work of manufacturing of solar cell battery system in coordination to Thien Cau equator. Both works designed by groups of students from Thua Thien Hue province. Works of fire-fighters patrol robot made by students of Do Khanh Duong, Nguyen Dinh Khoa, Doan Anh Tu from Hai Duong province; Braille printing for blinds of Dang Huynh Khanh Ly, Nguyen Thien Nhan from Danang City; The kitchen using solar energy panel from television screen of Pham Minh Trang, Le Thi Quynh Nhu from Thua Thien Hue province; Smart home for Vietnamese rural families of Nguyen Van Hieu, Le Van Dinh from Quang Ninh province were all awarded special prizes by Chinese, Hong Kong, Thailand, Taiwan and Macau.


Exhibition of International Innovation in Seoul, Korea 2017 (SIIF2017) with participation of 632 works from more than 30 countries around the world. The project "Automatic control and energy optimization for furnace of crude oil distillery, Dung Quat oil refinery" by authors from Binh Son Petrochemical Company won gold medal awarded by Organizing Board of the Exhibition and also received special prize from Malaysian Association of Scientific Researchers. The project "Study and design of equipment for opening and closing large apertures for flood prevention projects in Ho Chi Minh City and coastal delta provinces" by group of authors from Institute of Collaboration and Water Resource Development awarded special prize from Indonesian Promotion of Creation and Innovation Association

8. Social consultancy and evaluation for Thach Khe iron mining project, Ha Tinh province

Thach Khe iron mining project, Ha Tinh province is considered as a largest iron mine in Southeast Asia which has reserve of over 550 million tons with high iron content, a valuable resource that can contribute to socio-economic development of the province and the country as well. However, this iron mine locates at more than 500m under ground, complicated geological works thus in case of exploited, the ground water sources would be affected and saline intrusion. This is a controversial project for years.


After a process of survey, analysis and evaluation, VUSTA and scientists recommended that Thach Khe iron mining project should be only implemented once potential environmental risks are planned and under control; technological and engineering requirements are fully overcome, issues of socio-economic effectives is thoroughly researched and evaluated. Iron ore is a non-renewable mineral and can be able to use for a long time, thus it must be considered thoroughly on effectiveness of Thach Khe iron mining project.


The recommendations of VUSTA were analyzed, seriously evaluated and thoroughly reviewed in terms of both immediate and long-term benefits by leaders of Ha Tinh province. These are an important basis for Ha Tinh People's Committee to propose Prime Minister to stop the project.

9. VUSTA awarded Certificate of Merit by the Party’s Central Commission for External Affairs for "Excellent Unit in Cooperation and Development in 2017"

The year 2017 is the second year in a row VUSTA received the Certificate of Merit for "Emulative Movement in field of Cooperation and Development" launched by Central Commission for External Affairs.


People's foreign relation activities of VUSTA has achieved outstanding results such as organizing annual networking event for cooperation and development with the theme of "Partnership for sustainable development". In 2017, the science & technology organizations affiliated to VUSTA maintain a high volume of foreign aid mobilization with 84 INGO aids and 05 ODA projects worth about $15 million USD. VUSTA’s management of foreign aids and projects is properly implemented.  VUSTA has coordinated proactively with related agencies in order to carry out Party’s and State’s direction of international integration. Staff are continuously trained and updated knowledge and skills to meet increasingly high requirements of foreign relation activities in the upcoming time.
