In the afternoon of November 1, 2019, in Hanoi, Member of the Politburo, National Assembly Chairwoman Nguyen Thi Kim Ngan met with 112 prominent intellectuals and scientists who come from provincial unions and professional association in various fields attending the Ceremony of Honor of Outstanding Scientific and Technological Intellectuals in 2019 to be held on November 2 by the Vietnam Union of Science and Technology Associations (VUSTA) in Hanoi.

National Assembly Chairwoman Nguyen Thi Kim Ngan expressed her pleasure to meet the scientific and technological intellectuals and praised their achievements and contributions to the development of the country’s science and technology. Science and technology is recognized as a national policy, the Party and State highly value the role of intellectuals and scientists in making contributions to national development, adding numerous policies on the development of science and technology and the contingent of intellectuals have been issued, said the Chairwoman. Over the past years, intellectuals and scientists as well as sciences have significantly contributed to national renewal and development. The position and role of the contingent of intellectuals have been constantly improved, adding that many scientific research projects have not only been applied into production and life, contributed to the country's changes thus raising productivity, quality and competitiveness of Vietnamese products and people's incomes as well as protected environment... but also provided scientific rationality and made great contributions to complete the Party's guidelines and policies and the State’s laws and regulations in order for accelerating industrialization and modernization of the country, she said.

For their great achievements, many intellectuals and scientists have been honored and awarded noble titles of the State, such as: Ho Chi Minh Medal, Independence Medal, Labor Medal, State Award, the Prime Minister’s Certificate of Merit..., some also have been awarded the Labor Hero, honored at domestic and international forums...

After 30 years of reform, Vietnam has recorded significant achievements which partly contributed by scientific and technological intellectuals throughout the country. VUSTA as a socio-political organization has been mobilizing and gathering science and technology intellectuals and scientists in order to further promote and encourage the innovative potentials of intellectuals which support for socio-economic development, contribute to the country's integration and development. The initiative to organize ceremony to honour outstanding scientific and technological intellectuals has acknowledged, encouraged and recognized great achievements and contributions of intellectuals and scientists in science and technology sector.

Chairwoman of the National Assembly expected that science and technology will further contribute to national development. She called on the scientific and technological intellectuals of VUSTA as well as related agencies and organizations continuing to well implement the Party's guidelines and policies, the State's laws and regulations on building up the contingent of intellectuals and development of science and technology. Especially Conclusion No. 52 of the Secretariat on the continuous implementation of the 7th Resolution on developing the intelligentsia in the period of accelerating industrialization and modernization and Politburo’s Resolution No.52-NQ/TW dated September 27, 2019 on a number of guidelines and policies to proactively participate in the fourth industrial revolution. She also requested the intellectuals and scientists leverage research and innovation to contribute to raising productivity, increasing quality and value added products, affirming Vietnamese brand on domestic and international markets; enhancing the cooperation and cohesion among manufacturers, scientists and consumers. VUSTA should closely follow the country's socio-economic development objectives to form scientific and technological development strategy and proactively apply advanced technology in order to increase country's competitiveness. In addition, VUSTA also needs to renewing contents and mode of operation; organizes creative research emulation movements; improve the quality of scientific forums; enhance social consultancy and evaluation activities on socio-economic development policies and programs; represent and protect the legal rights and interests of its member associations, intellectuals in science and technology; improve professionalism, efficiency and close coordination among its member associations, she added. Chairwoman of National Assembly also asked departments at all levels to create favourable conditions and encourage scientific research, application and transfer of scientific advances to production; propose the appropriate compensation for intellectuals and scientists.

She emphasized that the Party and the State paid much attention to and promulgated many policies and laws to create a legal corridor as well as allocate financial resources to invest in scientific and technological development. However, the country still faces difficulties, the investment in science and technology has not met the requirements. “I hope that the intellectuals will share with us this difficulty, especially the prominent scientific and technological intellectuals who are honored this time will continue to be shining examples to spread the passion and aspiration for science research in the intelligentsia.
