On 15 March, 2019 in Ha Giang City, Ha Giang Provincial Union of Science and Technology Associations coordinated with the Provincial Fatherland Front Committee and the Center for Development and Integration (CDI) to organize a workshop to share the results of the execution of the Law on Access to Information in Ha Giang province. The workshop was attended by the leaders of departments, agencies and provincial unions, and the representatives of the People's Committees of districts of Bac Me, Yen Minh, Vi Xuyen, and the representatives of the communes in the project area.

After listening to the thematic report on the execution of the Law on Access to Information and the situation of public implementation and transparency of information on revenue sources, allocation and use of environmental protection fee sources in the field of mineral exploitation at Bac Me and Yen Minh districts, the members discussed some inadequate contents of the execution of the Law on Access to Information in Ha Giang province. They also proposed some solutions to management levels and departments in order to continue effectively the execution of the Law on Access to Information in the province.

At the workshop, according to the delegates, it is necessary to continue to direct all levels and departments to propagate the contents of the Law on Access to Information under Decree No. 13/2018/ND-CP dated 23/1/2018 of the Government; Decision No. 1408/QD-TTg dated 15/7/2016 and Directive No. 08/CT-TTg dated 14/3/2017 of the Prime Minister to raise the awareness about the responsibilities of State agencies, officials, officers, public servants and employees for ensuring the right to access to information of citizens at facilities.

The departments and industries of the province, the People's Committees of districts and communes in the province must make a public list/document folder on the electronic portal/their websites. One-gate Administrative Office must coordinate with State agencies to execute the Law on Access to Information. It is required to connect the process of information access with the voice of citizen reception agencies, and assign officials and staff to provide information and publicize this information on the electronic information portal/their websites. It is necessary to develop regulations and processes to provide information, proactively prepare, update and publicize the list of compulsory information to be publicized and list of information for citizens with conditional access. It also necessary to regularly update and post information publicly on the electronic portal/websites timely and subject to the regulations prescribed in the List of Information and Regulations on information provision of agencies and units, and disseminate information to people about links and public contents on the commune website and other public information forms. The Department of Justice is responsible for monitoring, urging and synthesizing reports on the execution of the Law on Access to Information in the province to the Ministry of Justice and the Provincial People's Committee according to Official Letter No. 939/BTP-PLHSHC dated 22 March, 2018 of the Ministry of Justice and Plan No. 277/KH-UBND dated 9 September, 2016 of the Provincial People's Committee on the execution of the Law on Access to Information.
