Ha Giang: Organized training workshop on implementation of community participatory monitoring and evaluation

On June 22, 2018, Ha Giang Union of Science and Technology Associations (HUSTA), Provincial Vietnam Fatherland Front Committee and Center for Development and Integration has jointly organized a training workshop on "Community-based M&E regulations in the field of mineral exploitation at grassroots level" under component part of "Promote transparency and equity in management and use of fiscal revenues from mining operations at local level in Ha Giang and Quang Tri provinces" initiative funded by OXFAM Vietnam and Mineral Alliance.

At the training workshop, participants have been provided various contents presented by local experts and consultants from Mineral Alliance such as: rights, responsibilities, contents and coordination mechanism to implement community based M&E on environmental protection; transparency issue in collection, allocation and use of environmental protection charges for exploitation mineral at grassroots level; responsibilities of authority and sector at all levels in providing transparently information relating to collection, allocation and use of environmental protection fees for mineral exploitation; responsibilities of enterprises to publicize contents of environmental protection while implementing of mineral exploitation at grassroots level; guidelines to localities in planning and implementing community based M&E on environment protection; M&E the implementation investment projects on environmental protection and mining site rehabilitation and restoration plans of mineral exploiting companies.

Additionally, representatives from Mineral Coalition shared the results of initiatives of  “Community based M&E on revenue and expenditures in mining exploitation in Quang Tri province".  

End of the training workshop, local communities and head of villages have gained knowledge on rights, legal basis, responsibility and coordination mechanism to implement “community based M&E on environmental protection", transparency in fees of environmental protection from mineral exploitation miners. Best practice implementation of community based M&E will greatly contribute to improving social management of mineral resources and environmental protection and help to achieve goals of sustainable development of mining industry in Ha Giang province and nation-wide as well.
