On June 18th in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) cooperated with International Council Associations (ICA SEA), Ministry of Construction to organize the Workshop “Electrical installation standards and regulations in buildings among ASEAN countries”. The Workshop was co-chaired by Dr. Phan Tung Mau – Vice President of VUSTA and Mr. Nguyen Cong Thinh – Deputy Director of Science and Technology Department, Ministry of Construction, and Mr. Chee Jin Bek, General Manager of ICA SEA.

In delivering the opening speech at the Workshop, Dr. Phan Tung Mau – Vice President of VUSTA said that on December 31st 2015, ASEAN Economic Council (AEC) was established, which was the beginning of a new development age of ASEAN. Then ASEAN will become a highly competitive economic region; fully integrate into global economy and a united market that promotes free circulation of goods, services, investment, capital and skilful workers. These can create favorable conditions for experts and skilful workers including engineers taking part in activities related to cross-border trade and investment.

Dr. Mau also said that it was necessary to create practical opportunity for representatives of concerned ministries, sectors, science and technology associations, enterprises, and experts, engineers in the country and all over the world to directly discuss about, and introduce the contents of the ASEAN Technical Regulations on electrical installation standards, experiences of Philippines, Malaysia and the draft of Vietnam Technical Regulations on electrical installation standards. This is also one of the professional activities within the framework aimed at the event that VUSTA will host the 38th Conference of ASEAN Federation of Engineering Organizations in November 2020.

At the Workshop, the delegates listened to Engineer PJ Low Pek Jun – The Institution of Engineers Malaysia - IEM introduced about ASEAN Technical Regulations on electrical installation standards. In addition, Mr. Lim also said that the factors such as the movement of natural persons and trade liberalization in ASEAN could strongly impact the process of standardizing and harmonizing technical standards and regulations, which would help enterprises in ASEAN: Increasing opportunities in the market of ASEAN, specifically the tested goods complying with technical requirements in Vietnam would be recognized among other countries in ASEAN; enhancing the chance to integrate into international markets. For some standards and technical regulations of ASEAN conforming to international standards, the goods tested and proved compliance with ASEAN technical requirements in Vietnam will also be recognized in the countries applying these international standards.

Implementing the spirit of Agreement on the ASEAN Harmonized Electrical and Electronic Equipment (EEE) Regulatory Regime signed by ASEAN countries on December 9th 2005 and taking effect since October 7th 2012, the ASEAN Federation of Engineering Organizations (AFEO) approved to deploy some projects with the goal of reviewing, researching and determining the difference in standards, regulations on electrical installation of the member countries and thereby building the guidelines for General Regulations on testing technical installation of electrical equipment.

ASEAN countries, since then will have plans to organize training courses and award certificates to electrical engineers, contractors in accordance with guidance and contents of the Initiative for ASEAN Connectivity 2025 on registration of electrical installation practice in the region and head to the harmonization of general standards, regulations for the entire ASEAN on electrical equipment installation.
