The Vietnam Union of Science and Technology Associations (VUSTA) has been confirmed as a socio-political organization in Politburo's Directive No. 42-CT/TW dated April 16, 2010. This important Directive should take effect and be institutionalized by State policies to enhance VUSTA's position in the strategic triangular alliance of the worker-farmer-intellectual, in accordance with the Twelfth Party Congress resolution. This is the confirmation of Mr. Pham Minh Chinh, Member of Politburo, Secretariat Member of the Party’s Central Committee, Head of the Central Organization Commission in the working session with VUSTA on 6th of June 2018 at VUSTA's headquarter.

At the meeting, Mr. Pham Minh Chinh, on behalf of the Party and State leaders, applauded the achievements of VUSTA in the past years, especially in the mission of intellectuals mobilization. He also highly appreciated outstanding achievements of VUSTA in communicating and disseminating science and technology knowledge to the people, providing social consultancy and evaluation for major projects and programs of the nation and socio-economic development programs of the localities, thus contribute to accelerate industrialization and modernization and deeper international integration processes of Vietnam toward the realization of the knowledge-based, green and digital economy.

Prof. Dr. Sc Dang Vu Minh, Secretary of the Party Committee, the President of VUSTA reported briefly to the delegation of the Party’s Central Organization Commission on the activities of VUSTA in the past years. The report affirms the role of VUSTA in mobilization, unification and gather of scientific and technological intellectuals to proactively implement policies and guidelines of the Party and State in compliance with XIIth National Party Congress documents which affirmed that "science and technology is a national policy of prime importance, and the most important driving forces for socio-economic development". VUSTA’s highest priority is to strive to become a strong socio-political organization by 2020 and continue to play as a core organization in mobilization and unification of science and technology intellectuals to well perform the tasks assigned by the Party and the State.

The report also shared the intelligentsia’s aspirations and recommendations to the leaders of the Party and State, the Politburo, Secretariat of the Party Central Committee, the Central Organization Commission, namely "it is necessary to clearly define the position and role of the VUSTA as a socio-political organization as indicated in the Directive 42-CT/TW by the Party and the State”, “VUSTA should directly be led by the Party to carry out the tasks assigned by the Party and the State”, and “the organizational structure of VUSTA at both central and provincial levels”, among the others.

Also at the working session, there were a number of opinions of participants representing professional associations and provincial unions sending to the delegations of Central Organization Commission, most recommendations are related to the difficulties that the member associations have experienced under the impact of the recent renovation policies resulting to the reduction of  finance, budget and personnel for VUSTA’s member associations. The process of rapid transforming from the current operational and organizational model to autonomy and self-responsibility for task performance, organizational apparatus, personnel and finance in some localities raised a number of shortcomings which made difficult for provincial unions in their activities, notably in mobilization of intellectuals. There has been lack of specific guidelines and appropriate road map for this autonomy and self-responsible model. Some localities have not yet properly understood policies of the Party and the State causing subjective and inconsistent interpretation of  policies on management of provincial unions,as well as the work of mobilization intellectuals in general.





Conclusion at the working session, Mr. Pham Minh Chinh highly appreciated the achievements of VUSTA and its member organizations, especially in the implementation of the Resolution 27/NQ-TW of the Party Central Committee on building the intelligentsia in the period of accelerating national industrialization and modernization and shared difficulties and existing problems related to associations’ work in general and intellectuals mobilization in particular that have not been solved.

He also suggested VUSTA, in coordination with Ministry of Home Affairs and under the supervision of the Central Organization Commission, to formulate a proposal on the organizational structure of the VUSTA in which the position of VUSTA as a socio-political organization at both central and local levels will be clearly defined and the four concrete recommendations in the report of VUSTA will be thoroughly considered.

On behalf of the Party and State, Mr. Pham Minh Chinh emphasized that VUSTA need to further strengthen political and ideological work towards intellectuals and create conditions for the intelligentsia to contribute more to the socio-economic development of the country.
