Crucial matters for the intellectual mobilization role of VUSTA under the guiding principles of Resolution 27-NQ/TW

This is the theme of the scientific forum organized by VUSTA on the 19th June 2018. Attending the forum were Dr. Bui The Duc, Deputy Head of the Central Propaganda and Training Commission, representatives of various ministries, national associations and local unions of VUSTA. Prof. Dr. Sc Dang Vu Minh, President and Dr. Pham Van Tan, Vice President cum Secretary General of VUSTA chaired the forum.

Speaking at the forum, Prof. Dr.Sc. Dang Vu Minh highly appreciated the process of developing and promulgating Resolution 27. The issuance of the Resolution on intellectual mobilization showed the importance and interest of the Party leaders in collecting opinions of a large number of intellectuals for the development of the Vietnamese intelligentsia. The promulgation of Resolution 27 created the premise for the Politburo to issue Directive 42-CT / TW on renovating and improving the quality and effectiveness of VUSTA in the period of industrialization and modernization of the country. Since the adoption of Resolution 27 and Directive 42, VUSTA has been gradually strengthened in terms of organization to better play the role of gathering and uniting science and technology intellectuals.

According to Dr. Pham Van Tan, this was the first time that the Party had issued a separate resolution on intellectual’s mobilization and high appreciation of the role and position of intellectuals for the development of the country. In addition to assessing the reality of the intellectuals and the work of building intellectuals team, the content of the Resolution has pointed out the causes of limitations and weaknesses of the development and contribution of the intellectual team. One of the most important causes of weaknesses is mainly the weakness of some levels of authority on leading and directing the intellectual work; the lack of a comprehensive  and consistent legal framework to ensure a democratic environment for creative activities; prejudices and experimentalism in a part of the cadre leading to a lack of trust, lack of democracy in relation to intellectuals.

At the forum, over 20 opinions expressed different views of the Resolution 27 implementation. According to Ms. Nguyen Thi Thanh Ha, Department of Social Sciences, Humanities and Nature, Ministry of Science and Technology, since the issuance of Resolution 27, Vietnamese intellectuals have developed rapidly in terms of quantity and quality. According to statistics, by 2017, it was estimated that there are 6.5 million people graduated from colleges and universities, increased to 2.8 million compared to 2009 that is the first year of implementing the Resolution 27. The level of scientific researchers has been improved. In 2015, there were about 131,000 researchers compared to 105,000 in 2011. The proportion of postgraduate researchers (PhDs, masters) in the total number of researchers has increased from 43.8 % (2011) to 51.5% (2015). The policy of rewarding and honoring science and technology intellectuals is given special attention. The environment and conditions for intellectual activities have been improved, creating a positive change in the process of industrialization and modernization of the country.

However, beside these positive changes, there are also many limitations in the implementation of the resolutions' tasks and solutions, including the implementation of promulgated legal documents; The quality of science and technology intellectuals in comparison with the international and regional levels is moderate (the number of scientific publications in national and international scientific and technological journals have increased but not much and not steady. Slow increase of patent registration and utility solution, maintaining in about 10% of total applications for patent protection in Vietnam).

Since the adoption of Resolution 27, VUSTA system have basically covered the 63 provinces and cities at two levels. So far, VUSTA has 86 science and technology associations at national level, more than 450 science and technology (S & T) organizations with over 1.5 million S & T intellectuals. In addition, social consultancy and evaluation activities; science and technology knowledge dissemination; intellectuals honoring has become a regular task appreciated by society. However, VUSTA and member associations also have faced difficulties that need to be removed in the future. According to Prof. Dr. Sc. Nguyen Huu Tang, former Vice President of VUSTA, in order to make intellectual mobilization more effective, there should be more in-depth research about the political nature of intellectual associations, provide solutions to attract volunteer participation of the intellectuals in the activities of VUSTA.

From the point of view of the local unions in recent years, Mr. Bui Van Thang, Vice President of Lao Cai Union of Associations shared that the system of organization and staff of these associations in localities has not been synchronized. Each province has a different organizational model, that depends on the attention of the local leaders. Mr. Thang also added that there are many local Unions that has only 3 or 4 staffs, with no professional department and office, lack of equipment, unclear policy and mechanism. The Union is not entitled to the policies and regimes of the Party and State for socio-political organizations.

Sharing this view, Ms. Bui Thi Minh Nguyet, Vice President of Bac Ninh Union of Associations said that the implementation of Resolution 27 in each locality has different levels and contents. Many contents of the Resolution have not been institutionalized by specific solutions, so that have not fully exploited the potential of the intelligentsia. The perception of some levels of the authority on the role and position of intellectuals is generally incomplete and inconsistent.

At the forum, delegates raised various aspects of the status of intellectual mobilization such as the issue of institutionalization of Resolution 27, raising awareness of party committees, the personnel work and financial mechanism for intellectual mobilization, proposing solutions to effectively implement Resolution 27. Some delegates said that in the near future, the Law on Association should be compiled and promulgated as a legal basis for the implementation of activities related to intellectual mobilization.

In the context that the Central Committee for Propaganda and Training collaborates with relevant agencies and organizations, including VUSTA, to review 10 years of implementation of Resolution 27-NQ/TW, this forum was a good and meaningful opportunity to contribute to the evaluation of the Resolution in order to further promote intellectual mobilization and bring into full play the intellectual potentials of intellectuals, contributing effectively to the development of the country.
