In the morning of April 21, 2017, in Cao Bang city (Cao Bang province), the Vietnam Union of Science and Technology Associations (VUSTA) in coordination with Cao Bang Provincial Union of Science and Technology Associations held a Conference of Unions of Science and Technology Associations of Northern provinces and cities in 2017.

Attending the conference were Prof. Dr. Sc. Dang Vu Minh, President of VUSTA and members of the Presidium’s Standing Committee of VUSTA, representatives from the Central Commission for Propaganda and Education, 150 delegates of 25 Unions of the Northern provinces and cities, representatives of the Office and Departments of VUSTA.

Representatives from Cao Bang provinces who attended the conference were Mr. Nong Thanh Tung, member of the Provincial Party’s Committee, Vice Chairman of the Provincial People's Council and leaders of the Party Committees, the Vietnam Fatherland Front, provincial departments and mass organizations, reporters of the Television and Radio Broadcasting of Cao Bang province and Departments of the Cao Bang Union.

Prof. Dr. Sc. Dang Vu Minh, the Secretary of the Party Committee, President of VUSTA, Dr. Pham Van Tan, Vice President cum Secretary General of VUSTA, MSc. Hoang Thi Binh, member of the Presidium of VUSTA, President of Cao Bang Union have presided over the conference.

Speaking at the conference, Mr. Nong Thanh Tung, member of the Provincial Party’s Committee, Vice Chairman of the Provincial People's Council acknowledged and highly appreciated contributions of scientists and the intelligentsia of Cao Bang province in particular and those of the country in general to new rural construction, tourism development, etc. contributing positively to the socio-economic development of Cao Bang province in recent years. Mr. Tung also wished that Cao Bang Union would further promote the role of gathering intellectuals and local scientists in order to well implement socio-economic development objectives of the province in the coming time, making Cao Bang one of the developed border provinces together with the development of the whole country.

Reporting at the conference, MSc. Hoang Thi Binh, Member of the Presidium of VUSTA, President of the Cao Bang Union affirmed that in 2016, the activities of the Unions of the Northern provinces have made many positive changes, the position of socio-political organizations of the scientific and technological intelligentsia has become increasingly acknowledged. They have played their role of gathering and uniting intellectuals to participate in the implementation of the activities for the purpose of socio-economic development in localities; organizational structure has gradually been strengthened; scientific research and technological development has gradually been stepped up, attracting many projects from central ministries and sectors and non-governmental organizations to these provinces. Many schemes and projects have been actually applied in production and life, contributing to promoting socio-economic development in localities; consultancy, judgment and social expertise has been strengthened, initially confirming the position, role and voice of the Union. The organization of competitions and contests on technical creativity has been maintained, creating a link between science, technology and production and business, focusing on honor of intellectuals, fostering talents in science and technology innovation.

Delivering a closing speech, Prof. Dr. Sc. Dang Vu Minh, President VUSTA recognized and praised efforts to overcome difficulties and well perform the tasks of the Unions of Northern provinces in recent years. President Dang Vu Minh emphasized the role of work of the officials and the interest of the party committees and local authorities in the development of the Unions of Northern provinces; activities of the Unions should be directed to requirements for tasks of localities and the country. He proposed that in 2017, the Unions of Science and Technology Associations of the Northern provinces and cities should continue to promote the dissemination and education of political ideology; consolidating and developing the organization; renovating operation method, promoting efficiency, motivation, creativeness and intelligence of the intelligentsia; increasing the dissemination of scientific and technological knowledge to the people, especially those in remote and extremely difficult areas; The unions of provinces and cities should support each other to promote consultancy, judgment and social expertise, coordinate to conduct consultancy and judgment on region-related issues. VUSTA will continue to implement Resolution 27 of the Party Central Committee (9th term), Conclusion of Prime Minister Nguyen Xuan Phuc at the working session with VUSTA on 17th February 2017, renewing the content and form of activities, actively supporting member associations, improving the work of unification, mobilization and promotion of the role of the intelligentsia in construction and defense of the country. President Dang Vu Minh also highly appreciated the thoughtful preparation of Cao Bang Union in organizing the Conference; giving thanks to the attention, assistance, warm welcome of the Provincial Party’s Committee, the People's Council, the People's Committee and the Fatherland Front Committee of Cao Bang Province to VUSTA and its delegates./.
