On December 11, 2018 in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) organized the workshop "Comments on Draft revision of the Law on Education". Dr. Sc. Nghiem Vu Khai - Vice President of VUSTA and Dr. Pham Tat Thang - Deputy Chairman of the National Assembly's Committee for Culture, Education, Youth, Adolescents and Children co-chaired the workshop.

Speaking at the opening ceremony, Dr. Sc. Nghiem Vu Khai emphasized that we continued to consult of people from all walks of life in order to reach high consensus in society for this amended draft law on education. Many issues interested experts to discuss, evaluate and provide recommendations such as: learning schedule of high school students, policies for teachers, number of teachers, student to teacher ratio...

Dr. Nguyen Duc Cuong - Deputy Director of Legislation Department, Ministry of Education and Training – indicated that there has been 26 articles in the bill given to the Government and ministries to develop guiding documents. "What could be specified should be specified and defined in the law itself, we can not continue to wait for the Government and ministries to promulgate decree or circular". Some articles showed key limitations such as the education philosophy and method in lengthy writing style, abstract expression, difficult to understand. The policy on education reform has issued but we have not witnessed the innovation yet. Some issues has been recognized for a long time however they remain unchanged because we did not "strongly" raise and completely solve that issues".

According to Dr. Nguyen Vi Khai - Former Member of the Research Committee of the Prime Minister Phan Van Khai said that, with 10 chapters and 121 articles the law is quite long, comprehensive and detailed. However, we should place the law in the context of international integration on the development of knowledge economy and the fourth industrial revolution aiming to provide high quality human resources for sustainable development of the country. So it is necessary to present a breakthrough thinking right in this law.

Dr. Nguyen Vi Khai gave comments on specific articles of the bill such as: section 2 of article 14 and section 3 of article 12 seemed to be overlap ”the State shall give priority to, and create conditions for children of ethnic minorities, children of families in the areas meeting with extreme socio-economic difficulties, beneficiaries of preferential policies, disabled and handicapped people and beneficiaries of other social policies to realize their learning rights and obligations”. Some articles need to be more coherent, more likely a legal documents and need a professional editing before publication.

Workshop participants also concerned on whether or not to retain high school graduation exams; the ceiling for tuition fees; salary policy for teachers; schedule of secondary and high school students, etc.

Delegates’opinions revealed a prominent trend toward mordern and open education. In particular, participants paid attention to stream students for academic studying or vocational school entering after high school graduation. This must be clearly stated in the law. This streaming is one of decisive factors for the development of quality human resources in the future. Along with that, developing the vocational education system to meet market requirements and needs of learners.

Participants also stated that recognition the equivalent of a high school graduation certificate with a vocational secondary certificate is needed to offer conditions for vocational learners to transfer upper level programs. This can lead to an effective stream.

At the workshop, many delegates also discussed the regulations to govern public and private schools, teachers' policies including whose transferred to management job, compiling textbooks, etc.
