On 20 August, in Cao Bang city, Union of Science and Technology Associations of Cao Bang Province (Cao Bang provincial union) organized a seminar on "Enhancing the social consultancy and evaluation capacity for provincial unions "

Attending the seminar were Vice President of Vietnam Union of Science and Technology Associations (VUSTA), Dr. Phan Tung Mau, President of the Cao Bang provincial union Hoang Thi Binh and leaders of departments of the province and representatives of provincial unions: Thai Nguyen, Lang Son and Bac Giang

At the seminar, the scientists, leaders and managers from departments and localities exchanged information and experience and proposed solutions in order to improve the effectiveness of social consultancy and evaluation work to meet increasing demands of society in the period of renovation, integration and development.

The report of the Cao Bang provincial union shown that in the period of 2010-2016, the provincial union's social consultancy and evaluation activities mainly participated in science and technology councils. In the period of 2017-2018, the provincial union has organized 05 seminars to made comments on local socio-economic development projects, schemes and plans, such as: the adjusted master plan on socio-economic development to 2020 and orientation to 2025 of Thach An district; the adjusted master plan on socio-economic development to 2020 and orientation to 2025 of Cao Bang city; the adjusted master plan on transport for the period of 2020 and a vision to 2030 of Cao Bang province; the province's 2019 socio-economic development plan; project on expanding and developing the production of fruit tree in Cao Bang province in the period of 2017-2020.

The report also pointed out that many difficulties and limitations are existing in the implementation of social consultancy and evaluation activity. A number of local departments and agencies are not fully awareness of its purpose and significance so they have not actively coordinated and created favorable conditions for the provincial union to perform the tasks. The province faces impeding shortage of leading experts and scientists in the fields of science and technology while a number of experts do not participate in the activity of social consultancy and evaluation, especially for sensitive issues due to not being enthusiastic enough or caution and scruple.

At the seminar, presentations on solutions to improve capacity of social consultancy and evaluation for Cao Bang provincial union’s member associations as well as other provincial unions were presented by representatives of the social consultancy and evaluation department of VUSTA and departments and sectors of Cao Bang province, difficulties that need to be addressed in the implementation of this activity also were reported. In addition, delegates from Bac Giang, Thai Nguyen and Lang Son provincial union shared many practical experiences in their implementation of social consultancy and evaluation work.

On his conclusion, Vice President of VUSTA, Dr. Phan Tung Mau emphasized that the social consultancy and evaluation activity is the most important priority of VUSTA. Over the past few years, VUSTA and its member organizations have successfully implemented many tasks and projects that contribute to complete and improvement of the Party and State's guidelines and policies as well as important socio-economic projects of the Government. However, unions still face difficulties in performing this task at the locality. He called on Cao Bang and others provincial union to overcome difficulties in order to further promote this activity to contribute to mobilization of scientific and technological intellectual team for the construction and development of the country.
