Briefing on the Vietnam-EU Voluntary Partnership Agreement on Forest Law Enforcement, Governance and Trade (VPA-FLEGT)

More than 70 delegates including Deputies to the National Assembly and representatives the related ministries and agencies and Vietnamese NGOs gathered in Hanoi at a 27 May workshop on “The role and participation of social organisations in the EU-Vietnam Forest Law Enforcement, Governance and Trade Voluntary Partnership Agreements (VPA – FLEGT): negotiation and implementation”

The workshop, organised by the Vietnam Union of Science and Technology Associations (VUSTA); the National Assembly Committee for Science, Technology and Environment and the VNGO-FLEGT network, was also attended by VUSTA Vice President Nghiem Vu Khai and Mr Truong Minh Hoang, Vice Chairman of the Committee.

At the workshop, representatives of the Vietnam Administration of Forestry, VNGO-FLEGT network, the NA Committee for Science, Technology and Environment, VUSTA and the European Union reported about the negotiation process and the main content of the VPA-FLEGT, as well as the responsibilities and roles of authorities, social organisations and businesses in the implementation of the agreement.

Participants in the workshop expressed their hopes that the workshop will provide valuable inputs for National Assembly deputies in the discussion about the Law on Forest Protection and Development (revised) at the on-going third session of the 14th Tenure of the National Assembly.

Representatives of the VNGO-FLEGT network, which includes dozens of VUSTA’s affiliated organisations, coordinated by the Centre for Sustainable Development (SRD), reported about the network’s activities in the negotiation of the VPA-FLEGT and contributed their ideas to the Law on Forest Protection and Development.

The workshop also discussed the planning and cooperation orientation between VUSTA’s affiliated organisations with the Vietnam Administration of Forestry, localities, businesses and related authorities in the implementation of the VPA-FLEGT, focusing on building models and a supervision mechanism with the involvement of different stakeholders.

Mr. Nghiem Vu Khai said the VPA-FLEGT requests Vietnam to reform its forest law enforcement, forest governance and trade regulations. On the other hand, it helps us have access to and apply international standards and practices in these activities.

The content of the agreement is also in line with Vietnam's policies and law on forest protection and development, environmental preservation, climate change adaptation and sustainable development, he said, adding that VUSTA will be working with the National Assembly Committee for Science, Technology and Environment and the Ministry of Agriculture and Rural Development in the implementation of the agreement, as well as the amendment and approval of the revised Law on Forest Protection and Development.
