Promoting creativity at the Unions of Central, Highland and Southwest provinces

In 2014, in Tuy Hoa City, 8 provinces of the Central, Western Highlands and Southwest of Vietnam signed the cooperation program. Recently, the three-year review conference on the implementation of the cooperation agreement was held in Gia Lai province. Reporter of the Phu Yen Knowledge Magazine has an interview with Mr. Nguyen Hoai Son, President of the Phu Yen Union of Science and Technology Associations, around this issue.

* Could you tell us about the reason of cooperation agreement between the 8 Unions of Central, Highlands and Southwest provinces?

- In 2014, Phu Yen Union and VUSTA co-organized a training course on consultancy, judgment and social expertise that attracted more than 100 delegates from the member associations of Phu Yen Union, departments of Phu Yen province, and the participation of 8 Unions of Central, Highlands and Southwest provinces. Each local Union has good and creative ways of doing, so Phu Yen Union has proposed to sign a cooperation program between Phu Yen Union and others Unions of Central, Highlands and Southwest provinces. This proposal has been highly appreciated by VUSTA, approved and signed by the 8 Unions.

* Could you talk more about the content of the cooperation program between the 8 Unions?

- The main contents of the cooperation program include: sharing experiences in gathering and uniting intellectuals to build and develop the association; communicating and popularizing knowledge, applying science and technology achievements to production and life; applying models of technology transfer and science and technology activities, consultancy, judgment and social expertise skills. Forms of cooperation are through intellectual forums, scientific seminars, learning experiences; annually, cross-referrals are made between the Unions to learn and draw experiences on strong and weak aspects.

* It is known that Gia Lai Union recently held a 3-year review of the cooperation program implementation, Phu Yen Union is mainly responsible for the elaboration and presentation of the summary report at the conference. What are the general achievements and activities highlighted by the local Unions?

After 3 years of cooperation program implementation, Unions has gained many results on the main activities such as gathering and uniting intellectuals; communication and dissemination of knowledge, consultancy, judgment and social expertise..., in which the consultancy, judgment and social expertise activities have gained prominent results and very interested by delegates. Specifically, every year Unions of region implement consultancy, judgment and social expertise work of 3-5 large projects. In addition, unions of localities held many consultative conferences to comment on documents draft of Party congresses at all levels; to take part in the commentary and assessment council of scientific projects at the grassroots level..., the opinions of experts have provided many scientific and practical arguments. It was recognized and appreciated by all levels and sectors.

On experiences in attracting specialists, in order to get the expert team of the province to participate in consultancy, judgment and social expertise, provincial unions have built specialist database software, upload expert list on the website. At present, each union has gathered 100-300 experienced specialists in various fields and ready to support others localities upon request. As a member of the provincial Fatherland Front, Union has sent prestigious experts and scientists to participate in the consultancy, supervision and social expertise councils on the policies of the province when the Fatherland Front request. The consultancy, judgment and social expertise activity of Union has been in order, fruitful, and showed the voice of intellectuals who desire to contribute labor and wisdom to the development of province and country.

* Phu Yen union is the initiator of the cooperation program, how do the results of the consultancy, judgment and social expertise there?

In the last 3 years, the Phu Yen Union has coordinated with VUSTA to organize training courses to improve the professional capacity of member associations and experts in consultancy, judgment and social expertise. Union gathered more than 300 experts including about 70% of experts with PhD. and Master degrees; many of them are professors and associate professors. Phu Yen Union has independently done judgment work on a number of provincial programs and projects as follow: "Socio-economic development planning of 9 districts, town and city; "Adjusted planning on land use to 2020 of 9 districts, town and city"; "Adjusted planning on clean water and environment in rural area to 2025 and vision to 2030"; "planning on the development of Phu Yen's cultural sector to 2025 and vision to 2030"; "Planning on exploration, exploitation, processing and use of minerals for common building materials in Phu Yen province up to 2020 and orientation to 2030", “Detailed planning on forest plantation area (stage 1) in Dong Xuan district”; “The current situation of the provincial environment in the period of 2011-2015”, “Planning on development of the network of employment service centers; Three sand dredging projects at estuaries in Tuy An district.

* Does this cooperation program of 8 Unions of Central, Highlands and Southwest provinces continue to be maintained?

The final conference was held very successfully in Gia Lai. At this conference, 15 provincial Unions agreed to sign the cooperation program from 2017-2020. Accordingly, the provincial Unions continue to focus on building intellectuals team, advising the authorities to promulgate policies of treatment and attracting intellectuals inside and outside the province; improve knowledge and professional skills for members; Strengthening coordination with agencies, departments and mass organizations to guide members to do business, contribute to poverty reduction and community development; implementing scientific research, programs and projects; enhancing the information, communication and dissemination of science and technology knowledge in service of production and life of people, especially in remote areas.
