To build Vietnam’s future on the basis of wisdom, courage, and acceptance of truth

After 67 years of declaring our independence, which is not a long period of time compared to the history, Vietnam has gone through so many sacrifices and challenges to completely gain its independence and achievements as today.

Looking back the heroic, woeful, and majestic past and contemplating the future, the Members of the National Assembly (MNA), historian Dương Trung Quốc said that Vietnam’s future must be built on the basis of wisdom and courage. Especially, we have to change ourselves and follow strictly the spirit of Đổi mới – acceptance of truth, but first and foremost, drastically give up benefits contrary to the interests of the people. The Central Resolution No. 4, the beginning of this process, shall be worthy of the General Secretary Nguyễn Phú Trọng’s comment to see it as a sacred and serious events not only to the party but also to the whole Country and Ethnicity.

- On 2 September 1945, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam. In the current context of our country, what do you think about the meaning of this event?

The Declaration of Independence is a proud beginning for the birth of a political institution of a modern state: the Democratic Republic, the end of the colonial regime, the yoke of fascism, and thousands-of-year monarchy. The Declaration is considered as a historical landmark dividing the history into two periods: traditional and modern. 67 years is not a short period to everyone but not too long compared to the history in which we have had to go through so many challenges since the country gained its independence: war against France, against the United States, to protect the northern and southwestern border, building and renovation ... it is obviously a tough process of struggling to find the path of development for both the nation and the people ... Each challenge was overcome in turn with great sacrifices of the people, which shows great patriotism, endurance and self-sacrifice of our people. The seemingly-simple concern that was raised by President Ho Chi Minh from the early days of independence: everyone has enough food, clothing; everyone is educated; the elderly have time to rest... has not become true for everyone. Some articles in the first Constitution in 1946 remain unexecuted so far. So, we are more conscious of the truth: Nothing is more precious than Independence and Freedom that our nation is still striving to preserve and protect up to now.

- You has referred to the first Constitution passed by the National Assembly I. There is an important principle of the Constitution, which is to make the strong and wise government of the people. After this, though expressed in different forms, the Constitutions all affirm the principle of building a government of the people, by the people and for the people. Looking back on the implementation of this principle and putting it in the context of when the Party is determined to implement the Central Resolution No. 4 Current Urgent Issues in Party Building, how do you think?

- To be exact, the principle of a government of the people, by the people and for the people was started by the President of the United States Abraham Lincoln. Uncle Ho was always the one learning the quintessence of the world to choose a suitable model for his country and people. So does Marxism - Leninism. The principle of a government of the people, by the people and for the people is a measure and criterion of a modern democracy in terms of political institutions. Although we replaced the regime of the Democratic Republic with the Socialist Republic, this ruler would be intact. In my opinion, the implementation of Central Resolution No. 4 is a method of exercising democracy within the Party. The Party must be democratic in order to have power and capacity to build a democratic country and that is the only way creating the social progress and people's happiness.

- The Central Resolution No. 4 of the Party could be considered as a strong message of the Party of the determination to build and regulate the Party to perform its mission leading the country. In the eyes of a historian, what do you think about this Resolution in particular and the Party’s mission of leading the country in general in the present difficult and complex context?

- As soon as the Independent Revolutionary State of Vietnam came into being, the head of State, also the leader of the revolution, predicted and warned about the possibility of deterioration of a people's government if away from people to become bureaucratic and alerted the Cadres that government was at risk of degeneration and degeneration if they did not know how to self-improve and its organization would degenerate if it loosened the disciplines. We all remember that, on the previous day, President Ho Chi Minh proclaimed a decree on the establishment of the government system (people's committees and councils); the next day, the decree on the establishment of a Specialized Inspectorate and a Court specialized in dealing with those whom President Ho Chi Minh called the delinquent revolutionary cadres... Moreover, besides the mass of patriotic strata, there were exemplary leaders who always pioneered in everything, prioritized the country above all. Leadership means sacrifice, rushing into the most danderous positions. Therefore, they won people’s trust and kept them following ... The generations of party members, party leaders promoted worthily their capabilities and their personalities in the war defending the country, but in the process of nation building in peace time, unfortunately, a small number of party members and leaders are promoting their pioneering role, even degenerating and violating legitimate interests of the people. This may deprive of people’s trust, which is the greatest strength of the in-power party.

History raises a question: more than 60 years ago, the Party only had 5 thousand Communist Party members. Sometimes, at the party was willing to operate confidentially; the Party members didn’t hesitate to leave the positions as the Ministers so that Viet Minh Front could expand the great national unity... , but why could they do so many miracles? Now, it attracts millions of Party members, but it faces the challenge of survival or collapse? As an outsider to the party, I think that the Party must drastically implement the Central Resolution 4 in both sad and happy mood. “Sad” is because the patriotic organization which pioneered and shouldered any great historical mission in the past now is facing numerous challenges. “Glad” is because the Party has recognized the risks and is determined to correct and regain the trust of the people. I hope that each Party member will successfully overcome this challenge with their determination that this is the final struggle ... – for fighting with yourself to win yourself is always the toughest battle, which requires each individual’s drastic determination.

- As MNA, what is the meaning of Central Resolution No. 4 of the Party towards for the operation of the National Assembly MNA, according to you?

- The National Assembly has more than 90% of the participants who are the Party members and Party-led comprehensively and thoroughly. The Party’s opearational principle is to represent the interests of the whole nation. Therefore, if the Party is clean, healthy, and revolutionary, the National Assembly shall have the same qualities. It is the condition to know whether or not the country could count on and the people could believe in the National Assembly.

- But, how does the MNA take the spirit of the Central Resolution No. 4 to screening his/her work whether or not he/she is Party member MPs? How do you accept this Resolution personally?

- I am well acquainted with many Party members of my generation; my profession also provides me chances to approach the older generation of party members. There have been a lot of shining examples in battle, work, and life, which is also an important part making the power of the Party when it performs its historic mission to the country. However, I also see many negative phenomena and the dark sides in the Party, which is frankly acknowledged in the Central Resolution No. 4 Current Urgent Issues in Party Building and statements of some senior leaders of the Party… I receive the Central Resolution No. 4 with the hope that the Party shall fiercely redress the negative phenomena and the dark sides which are visible to the Party so as to bring better efficiency for the development of the country. Of course, despite of not being a Party member, I still support the Central Resolution No. 4. However, I also want to remind each Party member that this is a matter of survival, which could not be done by halves, to the life of the party and the fate of the nation.

- Party leads comprehensively – State manages and people controls. In fact, recently, some has said that there are some cases that the Party did things on behalf of the State, the State relies on the Communist Party, and a division of officials with the power in the hands violated the rights of the State and the legitimate rights of people. As a MNA, who is not the Party member and defines himself to be an independent voice in the National Assembly for the common good, what are your comments on this and how to fix it, in your opinion?

- We should not idealize the Party and forget that the Party’s elements are just the particular humans of a particular era with the mental and physics benefits or ideals and ambitions. Clearly, today's environment is not as severe as it was in the arduous wartime, but it has full of pitfalls and challenges for each individual in terms of benefits, including the non-party or Party members.  With the Party members, who are voluntarily associating themselves with the noble ideals of the Party and holding the power generating the interests; therefore, the challenge is much heavier and it is much more difficult to keep their dignities... The alienation of this part also causes the damages which are many times higher than others do; especially, it could erode the people’s confidence to Party members well saying but bad working…

The root of this situation, in the words of President Ho Chi Minh, is individualism, but in the modern words, is inhumanism of some people who separate from and oppose the interests of the people. The most basic resolution is democracy – the Party and the State should create a mechanism that does not allow officials and Party members to seperate from the people because they are always being watched by the people and their political life are decided by the people. On the other hand, the Party and the State must regularly supervise each stage of the mechanism, so that it would be operated smoothly and each individual of the framework would be ensured to be clean.

- With its role and leading mission, could it be said that building and regulating the Party is also building and regulating the country, sir?

- The Party is the only factor to lead the country. According to this reason, building and regulating the Party is also building and regulating the country.

- In your point of view, what should the National Assembly do, so that we could actually have a government of the people, by the people, and for the people?

- According to the universal principles of the world, National Assembly is the most important expression of the democratic institution. The remaining problem is that for a National Assembly of a country with a sole ruling party, it is important for the Party to choose Democracy as the top target. And a democratic National Assembly shall be the tool for building and monitoring a government of the people, by the people and for the right people as we desire.

- After 67 years of declaring our independence to the whole world and achieving many successes on the path of building socialism, how do you see the Vietnam’s future in the next 10 or 20 years?

- It is difficult for you to imagine our nation’s changes if you only read the Schemes of each sector and of the whole country with the vision of some decades (for example, to become a modern industrial country by 2020). Our national development needs putting in the relation with the regional and internationa development. Building Vietnam’s future is not based on the metaphysical leapfrog, but on the wisdom and courage. Especially, we have to change ourselves and follow strictly the spirit of Đổi mới – acceptance of truth, but first and foremost, drastically give up benefits, which are actually stolen, contrary to the interests of the people.

The Central Resolution No. 4 Current Urgent Issues in Party Building, the beginning of this process, shall be worthy of the General Secretary Nguyễn Phú Trọng’s comment to see it as a sacred and serious events not only to the party but also to the whole Country and Ethnicity.
