New Vitality Club (NVC) is the simple and meaningful name of voluntary drug rehabilitation and private humanitarian foundation in Moc Chau District and Son La Province. NVC belongs to Tieu Vinh Ngoc Center’s system. NVC has been established in Sector 19 in 2014 by Mr. Duong Van Tu and Mr. Nguyen Xuan Thinh. All medicine and rehabilitation methods are provided by Mr. Tieu Vinh Ngoc.

It was predestination when Mr. Tieu Vinh Ngoc came Son La Province and founded Tieu Vinh Ngoc Center (TVNC). At the beginning, because of the disagreement of functional and local agencies and media’s contrary opinions of media, TVNC had to face to many difficulties. Now TVNC has become popular domestically and internationally.

For over 10 years, 30 branches and foundations of TNVC have been established in many provinces and cities in Vietnam such as Quang Ninh, Hai Phong, Thai Binh, Hanoi, Cao Bang, Hoa Binh, Nghe An, Thanh Hoa, Dong Nai, Ho Chi Minh City, etc.), which have attracted nearly 8 thousand people participating in abstinence. TNVC has no a team of professional doctors and nurses. There were about 200 "experts" who were successful, skill and spirit in drug rehabilitation. They came to drug rehabilitation foundations to help their patients. In the past, Mr. Tieu Vinh Ngoc also addicted drug so he and his colleagues could understand their patients more carefully than other centers. He almost uses the combination of the oriental medicine and the methods of massage, cold water baths, psychotherapy and spiritual, so all medicine and drug rehabilitation methods are safe. Many pregnant women have been supported to successfully drug detox by his methods. Especially, TNVC has also spent it funds for charitable and humanitarian activities, talent and studying encouragement, anti-drug propaganda in schools, etc. He is currently preparing to build a drug rehabilitation foundation for foreign tourists in Nha Trang City. 

His center has been encouraged by numerous central and local newspapers including Nhan Dan online, People’s Army Newspaper, Police Newspaper, Lao Dong Newspaper, Thanh Nien News, Phap Luat Newspaper, Science and Life Newspaper, Vietnam News Agency and especially television. His center was awarded with many awards, certificates and honors. Mr. Tieu Vinh Ngoc was also glorified to be an honorable entrepreneur, a culture entrepreneur, a bravery CEO by many organizations. Vietnam News Agency has published a book about him. He has been the first person not only in Vietnam but also probably in the world to make the significantly things like this.

There is an issue that has made many people concern. His prescriptions has only been checked and issued with the certification of non-toxic and no side-effect. He also has got a certificate of drug rehabilitation method training issued by the local authorities. All medicine and his methods have not been officially certified by competent authorities yet, so he has not been officially licensed with the practical certificate by the central and local authorities. According to the current regulations, only centers that have specialized doctors and laboratories to do tests before and after treatment can be licensed.

Son La is one of the provinces that have a lot of drug addicted people in Vietnam. For the last years, many public and compulsory rehabilitation projects have been implemented. Many state-owned foundations equipped with infrastructures and expert officials have been established in many provinces and districts. But due to the transformation from the compulsorily central rehabilitation model to local voluntary rehabilitation model, TVNC is consider to be an significant idea that should be recognized and extended.

In October 24, 2014, Son La Science and Technology Union assigned Son La Social Evil Preventing Steering Committee to co-chair a seminar counseling the addiction voluntary and humanitarian rehabilitation methods of Mr Vinh Ngoc Tieu and his colleagues. Such seminar attracted many people’s attention.
As having many multidimensional opinions on his model, the representatives of the provincial steering committee said that it had been very difficult to issue “a written decision on accepting his local activities". Therefore, NVC was born in Sector 19/5 in 2014.

NVC in Moc Chau is quite professional. There are smoking rooms, detoxification rooms, plunge pool, music room, playground, kitchens, bathrooms and standard toilets. People here were successful in rehabilitation after drug addiction for such a longtime. The owners, Mr. Duong Van Tu and Mr. Nguyen Xuan Thinh, also successfully rehabilitated at Tieu Vinh Ngoc Center in Phu Tho province. The center issued serious regulations such as whole day door locking, in and out banning, private cellphone management, limitation of the connection of the patients and the others.

The patients of NVC come from many provinces in the country such as Son La, Hoa Binh, Dien Bien, Phu Tho and Thai Binh. On 10 March 2013, when we visited NVC, there were 13 patients (4 people in Son La (Mai Son, Moc Chau), the others in other provinces). Some people had been living there for to 5-7 days, some others had been there for 3 days, and some had just been NVC for 01 day. All of them had just taken the medicine and joined to the daily works in NVC such as resting, sports playing, cooking, etc. According to them, the average period of treatment would be from 10 to 20 days and the cost would be from 4 to 7 million VND per person including medical bills, accommodation, activities, entertainment and sports. They used the only one prescription, and took a bath then. The process of rehabilitation was smoother than the traditional methods. After the news broadcasted in VTV1, on 26 October 2016, we came back NVC with the reporter Le Hong (Vietnam Union of Science and Technology) and the reporter Tran Dai Thanh (Phap Luat Online). There were 15 patients in NVT who came from many areas in Vietnam. As said by Mr. Thinh, about 300 patients of NVC had been successful in rehabilitation after 2 years. In addition, NVC’s fund for studying encouragement has awarded the scholarships to 6 students in Tay Bac University, and Son La Medical College (VND 500,000 per month until graduation).

We asked the reason that people from other provinces had came here to rehabilitate instead of rehabilitating in their living places. Thinh said some patients had had “sensitive" profiles (party members, public servants). Some were good people but unfortunately addicted to the drug. They were afraid to both happiness and career if people around them knew their situations. If they decided to start their lives again, NVC would help them. Their difficulties would be listened. Their personal information would be kept confidential. As the participants did not agree to take photos nearly, with the help of the owners, our reporters could interview them and record some of their activities. We were also ordered to remove the face and blur the playback. Base on our initial research, sub regional authorities said that the foundation had ensured fully temporary residence registrations and good order and security. In Moc Chau, we also found 02 families that had their members being successful in rehabilitating in NVC. They were Mr. L.Y.T (Mr. LH.T’s family, Meteorology Section) who left NVC 4 months ago and Mr. L.V.H (Ms. N.T.B’s family, Section 6) who left NVC 6 months ago. After carefully finding out about NVC, they decided to encourage them to join NVC. When leaving NCV, their health was better than before. They also did not addict drug again when they met their friends in addicting group.

The owners said that their medicine and rehabilitate methods had been used for voluntary people and no medicine for undetermined people. Only voluntary people would be accepted. The methods were smoother, the cost was cheaper but the result depended on their environment, their families, their jobs and their personalities.
