Viet Nam Union of Science and Technology Associations (VUSTA) seeks for a qualified candidate to provide the services as a senior consultant for the Forum 2030: “Ensuring Social and Environmental Sustainability in Marine Economic Development based on Science, Technology and Innovation “

The Forum is designed in 02 days to cover the following components:
(i) To review the implementation of Resolution No. 36-NQ / TW on Vietnam’s Sustainable Marine Economic Development Strategy until 2030, with a vision to 2045 with the scientists, academia’s perspectives in order to monitor and evaluate the socio-economic development plans implementation which are designed to ensure ecological benefit for all, taking into consideration of the most disadvantaged groups and “leave no one behind”.
(ii) To assess the current status of research and application of science and technology in Vietnam’s sustainable marine economic development with the incorporated social inclusions in Vietnam and shaping policy recommendations for deeper participation of scientists and intellectuals into implementation of Vietnam’s Maritime Sustainable Economic Strategy for the next phase.
(iii) To create a regular policy dialogue channel between the scientists, intellectuals, administrators and business community on application of science and technology policy for sustainable development until 2030.
Date of Forum: from 25 to 27 July 2019  
Venue: North of Viet Nam (Hanoi/ Hai Phong) 
 
2. Participation and selection criteria
- The direct target groups of the project are the representatives from Vietnam National Assembly’s functional committees, selected members of National Assembly, Ministry of Science and Technology, Ministry of Agriculture and Rural Development, Ministry of Transport (MT), Ministry of Resource and Environment, Ministry of Culture, Sports and Tourism, Ministry of Industry and Trade, Ministry of Planning and Investment, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam National University…, selected professional associations, science and technology organizations (STOs), selected VUSTA’s selected provincial branches (PUSTAs), entrepreneurs (VCCI, VINASME…), international GOs, NGOs (USAID, Irish Aid, GIZ, RSL), prominent scientists, intellectuals, think tanks and professionals…
- The indirect target groups of the Policy Dialogue are the disadvantaged sea farers, fishmen, farmers, namely the poors, the juniors, the female and the workers with disabilities and the natural disaster hit persons whose sustainable livelihood largely depend on the calmness and anger of the sea. 
3. Consultant selection criteria
One senior consultant will be selected and recruited to design and facilitate the Forum. The contribution and added values that these consultants will bring into the program can be seen in more detail on the timeline and tasks below. 
The senior consultant should meet the following minimum qualifications:
- Experience in policy analysis, consultancy and advocacy 
- Practical engagement in policy consultancy and advocacy works
- Holding PhD in economics, science, technology and environment, public policy, development strategy or equivalents. 
- 25 – 40 years’ experience in relevant areas of work
- Understanding about VUSTA system is an asset 
4. Expected tasks delivered by the consultant: 
- Developing detail forum plan based on the consultations, meetings in persons with relevant authorities;
- Analyzing assessment results and impacts of the forum and its follow up
- Adjusting forum plan and design based on feedbacks
- Consulting, advisory work and facilitation delivery
- Carrying out the post- forum assessment analysis and proposing for the follow-up activities
- Developing the accomplishment report.
