Vietnam established 9 marine protected areas

The areas were established the network of conservation including Cat Ba, Bach Long Vy, Con Co, Cu Lao Cham, Nha Trang Bay, Nui Chua, Hon Cau, Con Dao, Phu Quoc.

 The results were announced at the conference of evaluation planning and establishment of the marine protected areas in Vietnam; proposed the 2015-2020 plan period organized by the Ministry of Agriculture and Rural Development on October 21th in Hanoi.

According to Deputy Minister of Agriculture and Rural Development – Mr. Vu Van Tam, the system of marine protected areas in Vietnam was established later than the terrestrial protected areas. However, the marine protected areas in Vietnam have an important role in the development of marine economy, improving the livelihoods of fishing communities in coastal areas. At the same time, this system will contribute additional basis legal to protect national sovereignty and security, solving trans-boundary environmental problems not only in the East Sea but also the countries in the region.

According to the Ministry of Agriculture and Rural Development, the current system of mechanisms and policies for marine conservation has basically formed synchronously, such as the Fisheries Law; Law on the Protection and Development of Forests; Law on Biodiversity; Strategic management system of special-use forests, marine reserves, protected areas inland in Vietnam until 2020 with vision of 2030; Planning system of Marine protected areas in Vietnam...

However, the Marine protected areas are often associated with the areas of poor fishing communities. Here, people live primarily dependent on extraction natural resources from protected areas.

Meanwhile, we do not have the support policies for their livelihood so ​​it is difficult for conservation. Furthermore, conservation in a number of localities has not really been properly interested that only focused on economic development.

According to Mr. Donald Macintosh, Senior Advisor of Mangroves Forest for the Future program (MFF), marine conservation is not only about biodiversity but also cultural history in Vietnam. Therefore, the support of the program continues the focus shifted from marine conservation to livelihoods, raise awareness for local people. In the future, the program will continue to support Vietnam to protect the mangroves forest and marine protected areas.

According to Deputy Minister – Mr. Vu Van Tam, in the near future we need to study, develop mechanisms and policies to encourage community involvement in marine conservation, support livelihood conversion for fishing communities. In particular, we need to pay attention to fishermen who live mainly based on the exploitation of natural resources of the marine protected areas.

At the same time we need to continue to promote detailed implementation planning of marine protected areas on the list has been approved by the Prime Minister. Need to expand and strengthen cooperation with other organizations, countries which have much experience in marine conservation to seek technical assistance and financing for marine conservation.
