COOPERATION WITH FUNCTIONAL AUTHORITIES IN THE CENTRAL AND LOCAL GOVERNMENT OF THE VIETNAM UNION OF SCIENCE AND TECHNOLOGY ASSOCIATIONS
1.1. The results of coordination with agencies of the Party, the Vietnam Fatherland Front and socio-political organizations
The Propaganda Department has directed VUSTA to propose to the Politburo and the Central Committee of the Party to issue many resolutions and directives on intellectual work. Especially the Resolution No. 27-NQ / TW, dated August 6, 2008 on "building up a contingent of intellectuals in the period of accelerating national industrialization and modernization" and Directive No. 42-CT / TW, dated April 16, 2010 on "continuing to innovate, improve the quality and efficiency of the Vietnam Union in the period of accelerating national industrialization and modernization" of the Politburo term X. The Central Propaganda Department has actively coordinated with the Vietnam Union to advise the Secretariat to issue Notice No. 353-TB/TW on the identification of projects for the implementation of Directive 42-CT/TW; The Government Office issued Notice No. 116/TB-VPCP of the Government. After the Central Secretariat issued Notice No. 353-TB/TW, the Central Propaganda Department issued Guideline No. 106-HD/TGTW dated May 25, 2010 on the implementation of Directive No. 42-CT/TW. These documents have paved the way for the strong development of the Vietnam Union system in the period from 2010 to the present.
The project of strengthening organizational structure of the Vietnam Union was approved by the Ministry of Domestic Affairs in Document No. 327 / BNV, dated January 19, 2012, with great help from the Central Organizing Committee. This project has promoted the consolidation of the organizational apparatus of VUSTA at the central, provincial and municipal levels. In particular, in the context of implementing Politburo's Resolution No. 39-NQ / TW and Resolution No. 18-NQ / TW of the 6th Central Conference, term XII, a number of committees and local authorities have carried out some measures that are not consistent with the Party's directing point towards intellectuals, the Central Organizing Committee has promptly directed, affirmed the Vietnam Union as the main social – political organization with 2 levels from central to local; requested provinces and cities directly under the Central Government not to consider the issue of downsizing staffing, merge the organizational apparatus of local Unions and wait until the Project on organizational structure of VUSTA in central, provinces and municipalitites approved by the Secretariat. This has contributed to creating an organizational and ideological stability for the Union's cadres.
The Vietnam Union has also signed a cooperation program with the Central Economic Committee, closely coordinated with the Central Office, the Inspection Committee, the Central Commission for Mobilization, and the Central External Relations Committee to perform the function and duties according to professional relations.
Every year, the Vietnam Union has participated in summarizing and signing the Joint Program between the Central Committee of the Vietnamese Fatherland Front and the Central Committee of socio-political organizations. The Vietnam Union has also signed the Joint Monitoring Program with the Central Committee of the Vietnam Fatherland Front in many fields of science, health, education, environment, published valuable scientific works including the Vietnam Creative Gold Book in the period 2015-2020. In addition to coordinated activities with the Vietnam Fatherland Front, the Vietnam Union also actively coordinates with socio-political organizations such as the Vietnam General Confederation of Labor, Ho Chi Minh Communist Youth Union ... in the creative labor emulation movement, organization of contests, scientific and technological awards ...
1.2. Results of coordination with the National Assembly agencies
Within the bodies of National Assembly, Vietnam Union pays special attention to its relationship with the National Assembly's Science, Technology and Environment Committee. Right from 2011, the Science, Technology and Environment Committee and Vietnam Union signed a cooperation agreement for the period 2011 - 2016. On November 17, 2016 at the office of the National Assembly, 5 years of implementing the coordination program have been summarized in the period 2011 - 2016 and a working coordination agreement for the 2016-2021 period was signed. Implementing the coordination program, the Vietnam Union and the National Assembly's Science, Technology and Environment Committee have coordinated to organize many seminars, scientific conference to discuss issues in the fields of science, technology, agriculture, forest protection, environmental protection, response to climate change, biodiversity, water resources ... Regarding the supervision work, two agencies has coordinated to participate in supervising the implementation of the National Assembly Resolution on important national projects and the implementation of legal policies on science, education and environmental protection ...
In addition to the above agencies, the Vietnam Union also coordinates with a number of other agencies such as the Ethnic Council, the National Assembly Office, the Committee for Culture, Education and Youth, Children of the National Assembly. The above activities have contributed to increasing the role and position of the Vietnam Union in law-making activities and law enforcement supervision.
1.3. Results of the coordination with ministries, branches and localities
1.3.1. Results of collaboration with the Ministry of Science and Technology
On the basis of the coordination program signed in 1995, on August 19, 1997, the Minister of Science, Technology and Environment signed Decision 1300 / QD-KH recognizing Vietnam Union as the focal point for the plan of science and technology, this is a great support to intellectual mobilization activities of Vietnam Union. Every year, the Ministry of Science and Technology considers to allocate fund from the S&T cause for Vietnam Union to operate.
The Vietnam Union and the Ministry of Science and Technology have many coordinated activities in promoting the development of non-public science and technology organizations directly under the Vietnam Union; coordinate in promoting international cooperation activities on science and technology; organize major seminars and events on science and technology; organize annual technical innovation contests to encourage technology innovation and rationalization; coordinate with relevant agencies and ministries to establish the Vietnam Fund for Supporting Technological Creations (VIFOTEC for short) to organize the Vietnam Science and Technology Innovation Awards, the National Technical Innovation Contest and National Youth and Children Creative Contest; encourage and guide science and technology contingents to participate in socio-economic development programs.
1.3.2. Results of collaboration with the Ministry of Natural Resources and Environment
On December 3, 2004, at the headquarters of Vietnam Union, leaders of Ministry of Natural Resources and Environment and leaders of Vietnam Union signed the Joint Resolution No. 01/2004 / NQLT- LHH-BTNMT coordinating actions to protect the environment, serving sustainable development, in which Vietnam Union could enjoy the environmental non-business budget to implement environmental protection activities.
1.3.3. Results of collaboration with the Ministry of Agriculture and Rural Development
From 2008 up to now, the Ministry of Agriculture and Rural Development and Vietnam Union have signed 03 coordinating programs, namely:
Program 1: Coordinating Program between the Ministry of Agriculture and Rural Development and the Vietnam Union on the implementation of Resolution 24/2008 / NQ-CP dated October 28, 2008.
Program 2: Coordinating Program between the Vietnam Union and the Ministry of Agriculture and Rural Development, dated October 4, 2012.
Program 3: The program of science and technology coordination in the period 2014 - 2020 between Vietnam Union and Vietnam Administration of Forestry signed on June 18, 2014.
Of the 3 programs signed with the Ministry of Agriculture and Rural Development, Program 3 was implemented scientifically, specifically and achieved many results, highly appreciated by both sides, actively supported for organizations and units of both sides to complete their mission. In the period of 2014 - 2019, hundreds of conferences, seminars, and dozens of researches related to forestry were deployed. In particular, they have provided consultancy and criticism to contribute to the development of the Law on Forestry 2017 and 5 decrees and 7 circulars guiding the implementation of the Law on Forestry. Particularly, the science and technology units under the Vietnam Union have called for 236 projects with a total budget of 64,000 million VND.
1.3.4. Results in collaboration with the Ministry of Education and Training
On December 30, 2005, the Vietnam Union and the Ministry of Education and Training signed a cooperation agreement for the period 2005-2010. On October 20, 2014, the Ministry of Education and Training and the Vietnam Union of Science and Technology Associations reviewed the implementation of the 2005-2010 Cooperation Agreement and signed the Coordination Program No. 938 / CTr-BGDĐT-LHHVN for the period 2014-2020. The two sides have coordinated to organize intellectual forums, conferences and seminars on comments and criticism for a number of programs and projects on education and training chaired by the Ministry of Education and Training : "A program with many textbooks" is related to the implementation of the Project "Renovating programs and textbooks of general education" of the Ministry of Education and Training (2014); Forum "Evaluation of the results of 01 year of implementation of Circular No. 30/2014 / TT-BGDĐT”… Over the past years, the Vietnam Union has regularly and continuously been the sponsoring and funding agency for its member associations to organize the national student Olympiads in Mathematics, Physics and Chemistry, Mechanics, Informatics and Loa Thanh Awards. The National Youth and Children Creative Contest was organized by the Vietnam Union of Science and Technology Associations with the Ministry of Science and Technology, Ho Chi Minh Communist Youth Union's Central Committee according to the permission letter No. 6163 / VPCP-KG of the Government Office's was signed on December 11, 2003. The Ministry of Finance, the Ministry of Education and Training, and Vietnam Television Station are the coordinating agencies. Vietnam Fund for Supporting Technological Creations (VIFOTEC) is the standing organization.
1.3.5. Results in coordination with provinces and cities
In addition to activities with ministries and agencies, the Vietnam Union has a program to coordinate with other provinces and cities, the Presidium has also signed a program to coordinate with committees of some provinces such as Ha Tinh, Bac Giang, Thua Thien Hue ... However, this combination has not done much, mainly organizing conferences and seminars. The most prominent is the consulting and critical activities of the Thach Khe iron mine project in Ha Tinh. The Vietnam Union has also supported local Unions with thousands of topics and tasks of scientific research, environmental protection and knowledge dissemination.`
2. Difficulties and limitations
The coordination between the Party Committees and the Vietnam Union on political and ideological work of intellectuals has not been given adequate attention, and suitable forums have not yet been organized to provide information and create a favorable environment for intellectuals to express their views and contribute ideas to build national development policies, especially in the field of science and technology, education and training, and intellectual policy. The coordination mostly only solves the incident that has happened, there is no strategic coordination to do political-ideological work for the intellectual team.
Some unrealized tasks stemmed from many reasons, both subjective and objective, including problems in terms of mechanisms, especially the annual financial mechanism, which has not yet created a plan specifically, synchronized to perform assigned tasks. Management still lacks efforts and proactive contact from both sides, there is no timely urge to work in the cooperation plan. Particularly, there are a number of programs that have signed up and left it not deployed.
Many national target programs in the field of environmental protection and rural workers have large budgets and last for many years, but the Vietnam Union and its member organizations have not participated in. Funding sources for the Vietnam Union such as environmental protection, baseline survey are decreasing day by day. Particularly, some ministries have either very little or no arrangement, based only on the already limited funds of the Vietnam Union (especially in consultation activities, criticism and preliminary conferences )
3. General assessment
The cooperation programs and plans with the Departments, Ministries and Branches have helped the Vietnam Union to well perform its functions and duties, and motivated the contingent of intellectuals to participate in the creative labor emulation to protect the Fatherland. With the advantage of being a large political organization, with outstanding advantages of multidisciplinary, interdisciplinary combined with deep expertise in each field, scientists from the Vietnam Union have participated in solving issues of the society, especially consultancy, social criticism, policy and law formulation; transfered scientific, technological and environmental advances into practice.
However, besides the successful cooperation programs and plans, there are still a number of cooperation programs and plans that have not been implemented or achieved low results. These are the issues posed for the parties that need to review and draw experience to consider and adjust in the coming years.
4. Solutions in the coming time
From the results achieved in the past, in order to promote and improve the quality of cooperation programs and plans between the Vietnam Union and other departments, ministries, branches and localities, there are a number of solutions have been proposed
1. Continuing to coordinate with central agencies in promoting the institutionalization of the Party's lines, undertakings and policies related to the Vietnam Union in the spirit of Resolution No. 27-NQ / TW dated on August 8, 2008 of the Central Executive Committee and Directive No. 42-TC / TW dated April 16, 2010 of the Politburo.
2. Continuing to implement Decision 48-QD / TW dated November 7, 2011 of the Party Central Secretariat on promulgating regulations on coordination between the Party Union of VUSTA with the provincial party committees and city commissars directly under the Central Government to remove difficulties for local unions
3. Conducting a review and preliminary review of coordination programs signed with agencies and units, draw lesson, propose tasks and solutions for coordination in the current period.
4. Renewing the contents and modes of operation and coordination between the Vietnam Union with central and local agencies; enhancing and effectively coordinating inter-sectoral and inter-regional links between the Vietnam Union and its member associations.
5. Gathering and providing experts to the Party Committees, the Vietnam Fatherland Front, ministries and branches in the process of formulating, implementing, and monitoring undertakings, lines, policies, programs, large projects that affect the socio-economic development of the country.
